- Building mechanisms and policies to maximize all potentials, resources, and creativity of the people; promoting the people's role as the main actor and central position in the national construction and defense. Effectively implementing laws on grassroots democracy and the "People know, people discuss, people do, people check, people supervise, people enjoy" motto in all types of organizations and grassroots units.
- Promoting the people's mastery in all fields of social life. Developing appropriate mechanisms for the people to give their opinions on the policy-making process, deciding on major and important national matters, and issues closely related to the people's lives; upholding the spirit of receptiveness, accountability, and transparency of state agencies regarding the people's suggestions and proposals according to regulations.
