The National Standard TCVN ISO 50001:2019 replaces TCVN ISO 50001:2012.

The National Standard TCVN ISO 50001:2019 is fully equivalent to ISO 50001:2018.

The National Standard TCVN ISO 50001:2019 is compiled by the Technical Committee on National Standard TCVN/176 Quality Management and Quality Assurance, proposed by the General Directorate of Standards, Metrology and Quality, and published by the Ministry of Science and Technology.

The purpose of this standard is to help organizations establish the necessary systems and processes to continuously improve energy performance, energy use, and energy consumption. This standard specifies the requirements for Energy Management Systems (EnMS) for organizations. The successful implementation of Energy Management Systems supports a culture of continuous improvement in energy performance, which depends on commitment from all levels within the organization, especially top management. In many cases, this requires cultural changes within the organization.

The National Standard TCVN ISO 50001:2019 applies to activities under the control of the organization. The application of the standard can be adjusted to meet the specific requirements of the organization, including the complexity of the system, the level of documentary information, and the available resources. This standard does not apply to the use of end-user products outside the scope and boundaries of Energy Management Systems, nor does it apply to the design of products outside the facilities, equipment, systems, or energy-using processes. This standard applies to the design and procurement of facilities, equipment, systems, or energy-using processes within the scope and boundaries of Energy Management Systems.

The establishment and implementation of Energy Management Systems include policies, energy objectives, energy targets, and action plans related to energy performance, energy use, and energy consumption of the organization, while meeting current legal requirements and other requirements. Energy Management Systems help organizations establish and achieve energy objectives and targets, implement necessary actions to improve energy performance, and demonstrate compliance of their systems with the requirements of this standard.

Vietnam: What is the scope of application of the National Standard TCVN ISO 50001:2019 (ISO 50001:2018)?

Pursuant to the provisions of Section 1 of TCVN ISO 50001:2019, the National Standard TCVN ISO 50001:2019 (ISO 50001:2018) specifies the requirements for establishing, implementing, maintaining, and improving Energy Management Systems (EnMS). The expected output is to help organizations comply with a systematic approach to achieving continuous improvement in energy performance and EnMS.

This standard:

- can be applied to any organization, regardless of its type, scale, level of complexity, geographical location, organizational culture, or the products and services it provides.

- can be applied to activities that influence energy performance, which are managed and controlled by the organization.

- can be applied regardless of the quantity, use, or type of energy consumed.

- requires a demonstration of continuous improvement in energy performance, but does not specify the level of improvement to be achieved.

- can be used independently or in conjunction with other management systems.

Appendix A provides guidance for the use of this standard. Appendix B compares this version of the standard with its previous version.

Pursuant to the provisions in Section 6.6 of TCVN ISO 50001:2019, the guidelines for planning energy data collection are as follows:

The organization must ensure that the key characteristics of its activities that influence energy performance are identified, measured, monitored, and analyzed at specified time intervals (see 9.1). The organization must identify and implement an appropriate data collection plan based on the scale, level of complexity, resources, and monitoring and measuring devices of the organization. This plan must specify the necessary data for monitoring key characteristics and indicate how and at what frequency the data should be collected and retained.

The collected data (or obtained through measurements where applicable) and retained in textual form (see 7.5) must include:

- Relevant variables regarding energy-consuming units (ECUs);

- Energy consumption related to the ECUs and the organization;

- Operational criteria related to the ECUs;

- Static factors, if applicable;

- Data specified in the action plan.

- The energy data collection plan must be reviewed at defined intervals and updated as appropriate.

The organization must ensure that the devices used for measuring key characteristics provide accurate and reproducible data. The organization must retain textual information (see 7.5) on measurement, monitoring, and other methods to establish accuracy and reproducibility.
