Ministry of Public Security of Vietnam requested to ensure order and traffic safety during the holiday of April 30th - May 1st by the Prime Minister of the Government? - asked Mr. M.H - HCMC.

To ensure order, traffic safety, and convenience for the people during the holiday of April 30th - May 1st and the peak summer tourist season in 2024, on April 11th, 2024, the Prime Minister issued Official Dispatch 36/CD-TTg 2024 to ensure order, traffic safety, and serve the travel needs of the people during the holiday of April 30th - May 1st and the peak summer tourist season in 2024.

Ministry of Public Security of Vietnam requested to ensure order and traffic safety during the holiday of April 30th - May 1st by the Prime Minister of the Government?

Pursuant to Official Dispatch 36/CD-TTg 2024 by the Prime Minister of the Government, the Ministry of Public Security of Vietnam ensures order and traffic safety during the holiday of April 30th - May 1st as follows:

(1) The Ministry of Public Security of Vietnam directs the strengthening of patrol work, control, and strict handling of violations of order and traffic safety on roads, railways, and waterways, such as:

- Drivers who violate regulations on alcohol or drug concentration, overload, or exceed the prescribed number of passengers.

- Transportation businesses that violate regulations on technical safety and environmental protection actively prevent, prevent and strictly handle acts of gathering to disrupt public order, and illegal racing.

- Resolute handling and suppression of individuals who resist the enforcement of public duties.

- Develop appropriate traffic regulation and guidance plans, ensure safe and smooth traffic flow, especially on roads and areas with anticipated high traffic volumes during the holiday of April 30th - May 1st and the summer of 2024.

In addition, the Ministry of Transport directs its subordinate agencies, Departments of Transport, and transportation businesses to develop transportation plans that meet the travel needs of the people, ensure traffic safety, and reduce traffic congestion. It also ensures the maintenance and safety conditions of transportation infrastructure and strictly implements the organization and guidance of traffic on sections, routes, and construction projects;

Furthermore, timely remedies are made for incidents related to transportation infrastructure, urgent completion of upgrading and repairing key transportation routes, especially main traffic routes and important traffic hubs, especially in large urban areas and tourist attractions. Urgent measures are taken to address newly emerging traffic accident hotspots.

At the same time, the signaling system and directional signs are reviewed and supplemented to ensure easy recognition and convenience for road users. Strict inspections are conducted to ensure compliance with traffic safety regulations for transportation business activities and strict handling of violations.

For expressways (especially for phased investment expressways with two lanes and no emergency stopping lane):

- Relevant agencies are instructed to inspect and review traffic infrastructure (especially the road signaling system) and traffic organization plans.

- Detect and promptly handle existing deficiencies and problems.

- Pay attention to remote traffic regulation and flow control solutions, organize temporary rest stops along expressways without rest areas.

- If necessary, approve adjustments, additions, or replacements to the traffic organization plan on the expressway, ensuring appropriateness with the actual situation and improving traffic safety.

Vietnam: Chairpersons of the People's Committees of provinces and centrally-run cities requested to ensure order and traffic safety during the holiday of April 30th - May 1st?

In accordance with the request of the Prime Minister in Official Dispatch 36/CD-TTg 2024, the Chairpersons of the People's Committees of provinces and centrally-run cities direct agencies, units, and functional forces to strengthen propaganda and mobilize the public to comply with the laws on order and traffic safety.

They should have strict control measures and plans for organizing safe and smooth traffic, closely linked with guidance and support for the people in their travel activities. The utmost efforts should be made to prevent particularly serious traffic accidents, especially on routes and areas with a high risk of traffic accidents and congestion.

They are fully responsible to the Prime Minister for ensuring order and traffic safety in their respective local authorities.

For local authorities organizing tourism activities and having dangerous winding mountain passes that often experience accidents, they need to organize propaganda, guidance, and requirements for drivers to comply with traffic rules and accident prevention guidelines on these winding mountain pass sections, particularly at night. They should have appropriate traffic flow plans that correspond to the actual vehicle volume

For provinces with highways passing through, they should direct their functional agencies to closely coordinate with the relevant agencies of the Ministry of Transport and the Ministry of Public Security of Vietnam to effectively implement the approved traffic organization plans. In particular, they should coordinate well in implementing traffic organization plans on phased investment highways with two lanes and no emergency stopping lane or rest areas

Vietnam: Shall ministries, sectors, and local authorities be required to be on duty 24/7 to ensure order and traffic safety during the holiday of April 30th - May 1st?

According to the request of the Prime Minister in Official Dispatch 36/CD-TTg 2024, for ministries, sectors, and local authorities, they are required to be on duty 24/7.

At the same time, they should enhance coordination and information exchange regarding ensuring order and traffic safety among the units directly involved in the task of ensuring order and traffic safety on routes and areas (such as the Traffic Police, Traffic Inspection, road management units, and relevant functional units). They should also announce the hotline number for ensuring order and traffic safety to receive and promptly handle the feedback from the public regarding the situation of order and traffic safety during the holiday period in the area.
