Based on Section 1, Chapter II Plan 1015/KH-BYT in 2023, the objectives of the health protection, care, and improvement plan for the people in 2024 by the Ministry of Health are as follows:
- The Ministry of Health proposes to the Government of Vietnam to assign the following targets for 2024:
+ The National Assembly, the Government of Vietnam assigns 03 main targets in the 2024 socio-economic development plan, which include:
++ The health insurance coverage rate reaches 94.1% of the population;
++ The number of doctors per 10,000 people reaches 13.5 doctors;
++ The number of hospital beds per 10,000 people reaches 32.5.
+ The Government of Vietnam specifies sectoral and field targets in the Resolution on major tasks and solutions to implement the 2024 socio-economic development plan and state budget estimates as follows:

How will the Ministry of Health implement the latest plan to protect, care for, and improve the health of the people in 2024?
How will the 2024 administrative reform plan of the Ministry of Health be implemented?
Based on sub-section 2.1, Section 2, Chapter II Plan 1015/KH-BYT in 2023, the 2024 administrative reform plan of the Ministry of Health will be implemented as follows:
- Develop and effectively implement the 2024 Administrative Reform Plan of the Ministry of Health. Continue implementing Decision 1661/QD-TTg in 2021 by the Prime Minister approving the plan to reduce and simplify regulations related to business activities under the management competence of the Ministry of Health.
- Promote decentralization and delegation of authority along with resource allocation, enhance the capacity of executing officials, and strengthen inspection, enforcement, and rigorous handling of violations.
Implement comprehensive solutions to enhance the efficiency of citizen reception, prompt acceptance, and resolution of complaints, and publicly report the resolution outcomes of complaints and recommendations from the public and businesses.
- Enhance inter-sectoral coordination and the involvement of stakeholders in state health management. Proactively and actively integrate and improve the effectiveness of international cooperation. Enhance the quality and effectiveness of information and communication efforts to gain societal consensus and participation in the health protection, care, and improvement activities for the people.
How is the effective implementation of the School Health Program for the 2021 - 2025 period carried out?
Based on sub-section 2.2, Section 2, Chapter II Plan 1015/KH-BYT in 2023, the Ministry of Health will implement the effective implementation of the School Health Program for the 2021 - 2025 period as follows:
- Enhance the capacity for forecasting, monitoring, and early detection of diseases, effectively and promptly control outbreaks and public health emergencies.
Ensure sufficient and prompt availability of vaccines, maintaining vaccination rates in the Expanded Immunization Program above 90%. Effectively carry out activities on biosafety and laboratory testing, enhancing the capacity of the infectious disease testing system.
Continue implementing goals, tasks, and solutions to end AIDS, malaria, and tuberculosis by 2030; reduce the number of new HIV, malaria, tuberculosis infections, and deaths.
- Strengthen control of risk factors causing diseases, manage non-communicable diseases; manage the medical environment, and improve public health.
Continue to enhance the implementation of the Vietnam Health Program, national target programs for the 2021 - 2025 period, and the patriotic hygiene movement to improve public health.
Effectively implement the School Health Program for the 2021 - 2025 period and the School Health Program in preschools and general education institutions in connection with grassroots health for the 2021 - 2025 period, and the master scheme for physical and stature development of Vietnamese people for the 2021 - 2030 period.
