Pursuant to Section I of the administrative procedures for amendment and supplementation in the field of cultural heritage within the management scope of the Ministry of Culture, Sports and Tourism, accompanied by Decision 945/QD-BVHTTDL 2024, there are 11 amended and supplemented administrative procedures, including:

- Central-level administrative procedures:

+ Administrative procedure for granting permits to Vietnamese individuals residing abroad, foreign organizations, and individuals conducting research and collection of intangible cultural heritage from two or more centrally-affiliated provinces and cities.

+ Administrative procedure for granting permits to carry cultural and ancient artifacts that are not owned by the state or owned by political and socio-political organizations abroad.

- Local-level administrative procedures:

+ Administrative procedure for granting permits to Vietnamese individuals residing abroad, foreign organizations, and individuals conducting research and collection of intangible cultural heritage in the local area.

+ Administrative procedure for confirming the eligibility for granting permits to operate non-public museums.

What are the procedures for granting permits to Vietnamese individuals residing abroad, foreign organizations, and individuals conducting research and collection of intangible cultural heritage from two or more centrally-affiliated provinces and cities?

Pursuant to Subsection 1 of Section I, Part II of the administrative procedures accompanying Decision 945/QD-BVHTTDL 2024, the procedure for granting permits to Vietnamese individuals residing abroad, foreign organizations, and individuals conducting research and collection of intangible cultural heritage from two or more centrally-affiliated provinces and cities is carried out as follows:

* Procedure sequence:

- Vietnamese individuals residing abroad, foreign organizations, and individuals must submit a set of documents to the Minister of the Ministry of Culture, Sports and Tourism to request permission for research and collection of intangible cultural heritage within the scope of two or more centrally-affiliated provinces and cities.

- Within 15 working days from the date of receiving the application, the Minister of the Ministry of Culture, Sports and Tourism is responsible for reviewing and granting the permit. In case of refusal, the reasons must be stated in writing.

* Implementation method:

Submit directly, send by post to the Ministry of Culture, Sports and Tourism, or submit online through the Public Service Portal of the Ministry of Culture, Sports and Tourism.
