Salary Grading for Commune-Level Officials
1. Commune-level officials who have graduated from training programs meeting the professional and technical standards as stipulated in this Decree shall be graded based on the salary scales applicable to administrative officials with the same level of training as stipulated in the professional, technical salary table for officials in state agencies issued in conjunction with the Government of Vietnam's policies on wages for officials and public employees and the armed forces.
In accordance with the spirit of wage reform outlined in Resolution 27-NQ/TW of 2018, a unified professional and technical salary table will be constructed for administrative officials and public employee positions, applicable to officials and public employees who do not hold leadership positions, with each position having multiple salary levels based on the following principles:
(1) The same level of job complexity will have the same salary;
(2) Higher-than-normal working conditions and occupational incentives will be implemented through occupational allowance policies;
(3) Rearrange the groupings and the number of levels within each job classification and professional title to encourage officials and public employees to improve their professional and technical qualifications.
(4) Appointment to job classifications or professional titles must correlate with job positions and the structure of job classifications managed by the agencies, organizations, and units responsible for managing officials and public employees.
The salary table for the Chief of the Commune Military Command when implementing wage reform is constructed using the formula:

Standards for the Chief of the Commune Military Command?
According to Point a, Clause 2, Article 5 of Decree 33/2023/ND-CP, the Chief of the Commune Military Command is one of the designated titles for commune-level officials. The standards for the Chief of the Commune Military Command include:
- General standards:
+ Compliance with the standards for officials, as stipulated by the Communist Party, central political, and social organizations.
+ Capability to cooperate with military units, police, and other forces in the area to participate in building a people's defense, executing civil defense tasks, maintaining security, political order, and social safety, protecting the Communist Party, government, and the lives and property of the people.
- Specific standards: According to specialized military law regulations. Specifically: stipulated in Article 6 of Inter-ministerial Circular 01/2013/TTLT-BNV-BQP, the standards for this official are as follows:
+ Subjects: Vietnamese citizens aged 18 - 35 (if not trained) or not exceeding 45 years (if already holding an intermediate level in military majors or higher).
+ Clear personal background, good ethical qualities, and compliance with the policies of the Communist Party and laws of the State by both the individual and family.
+ Party members/union members with sufficient conditions for development into Party members.
+ Educational qualifications: High school graduates or equivalent and above.
+ Good health.
+ Specialized qualifications: Graduated from an intermediate level in military majors or higher.
What are the tasks of the Commune Military Command?
According to Clause 3, Article 20 of the 2019 Militia and Self-Defense Law, the Commune Military Command has the following functions and tasks:
- Advise the Communist Party committees and commune government to lead, direct, manage, and administer the implementation of defense and military tasks in accordance with the law;
- Lead and coordinate with departments, sectors, and mass organizations to develop and implement defense work plans and other plans related to defense and military tasks at the commune level;
- Coordinate with the Vietnam Fatherland Front Committee, departments, sectors, and mass organizations in the commune to propagate the Communist Party's guidelines, policies, and laws, implement national defense and security education, participate in building a comprehensive solid foundation, and implement policies for military rear, preferential policies for people with meritorious services to the revolution;
- Organize military training, political, legal education, contests, sports festivals, and drills for the militia; direct the militia in performing tasks as stipulated by this Law and other relevant laws and decisions of competent authorities;
- Register, manage, preserve and use weapons, military explosives, support tools, technical equipment, and vehicles of the militia units under their authority according to the law and decisions of competent authorities;
- Advise and assist the commune People's Committee in inspecting, handling violations, resolving complaints and denunciations, summarizing, evaluating, and rewarding defense work in accordance with the law.
