In Appendix VI issued together with Decree 50/2024/ND-CP regulations on fire prevention and fighting equipment starting from May 15, 2024, are as follows:

(1) Mechanized Firefighting Equipment

- Fire trucks: fire trucks with tanks, fire trucks without tanks, airport fire trucks, forest fire trucks, chemical fire trucks (powder, foam, gas), tunnel fire trucks, railway fire trucks, amphibious fire trucks.

- Specialized vehicles serving firefighting: ladder trucks; lift trucks; command vehicles; command information center vehicles; fire scene investigation vehicles; fire lighting trucks; pump station trucks; water tanker trucks; equipment carrier trucks; troop carrier trucks; chemical carrier trucks; rescue trucks; smoke extraction trucks; technical maintenance and repair vehicles; logistics vehicles; cranes; hazardous chemical, biological, and nuclear handling vehicles; gas supply vehicles; fire breathing apparatus carrier and filling vehicles; hose carrier trucks; fuel supply trucks; ambulances; firefighting motorcycles.

- Firefighting aircraft; firefighting boats; firefighting motorboats; firefighting canoes; other motorized firefighting structures.

- Various types of portable firefighting pumps.

- Other motorized equipment: clean gas chargers; saws, cutters, drills, chisels, hammers, winches, pullers, spreaders, lifters (using engines), brush cutting equipment (brush cutters, grass cutters); smoke blowers; smoke extractors; generators; blowers; motorized backpack fire extinguishers.

(2) Common Firefighting Equipment

- Fire hoses, fire suction pipes.

- Fire nozzles.

- Fire connectors, tri-connectors, bi-connectors, ejectors.

- Fire extinguishers of various types: powder, foam, gas, water-based.

(3) Types of Fire Suppressants: water-based fire chemicals, fire extinguishing powder, firefighting gas, firefighting foam.

(4) Fire Alarm System Equipment: fire alarm control cabinets, various types of fire detectors, early fire warning devices, various modules, fire alarm bells, fire signal lights, fire alarm buttons, emergency fire buttons, fire alarm and evacuation guidance sound systems.

(8) Rescue Equipment: rescue ropes; rescue belts; rescue mattresses; rescue ladders; rescue slide tubes; person search equipment; equipment serving high-altitude rescue; equipment serving underwater rescue; equipment serving confined space rescue; equipment serving chemical and radioactive incident rescue; first aid equipment for casualties.

(9) Basic Demolition Tools: pliers, saws, hammers, axes, hoes, shovels, crowbars, multipurpose demolition tools, hooks, cutting knives, rakes, fire beaters.

(10) Communication and Command Equipment for Firefighting and Rescue

- Command desks, command tents, command flags, firefighting and rescue command bands.

- Wired communication systems.

- Wireless communication systems, monitoring equipment serving forest firefighting command, aerial, handheld GPS devices.

Who has the Authority to Approve Fire Prevention and Fighting Designs According to Decree 50?

According to Clause 12 Article 13 Decree 136/2020/ND-CP amended by Point e Clause 5 Article 1 Decree 50/2024/ND-CP on the authority to approve fire prevention and fighting designs as follows:

- The Department of Fire Prevention, Fighting, and Rescue: approves fire prevention and fighting designs for projects and construction works specified in Appendix Va issued together with Decree 50/2024/ND-CP.

- The Fire Prevention, Fighting, and Rescue Police Department: approves fire prevention and fighting designs for projects, construction works, and mechanized means specified in Appendix Vb issued together with Decree 50/2024/ND-CP within the managed area and cases authorized by the Department of Fire Prevention, Fighting, and Rescue.

Thus, the authority to approve fire prevention and fighting designs belongs to the Department of Fire Prevention, Fighting, and Rescue and the Fire Prevention, Fighting, and Rescue Police Department.

What Principles Must Fire Prevention and Fighting Meet?

Article 4 of the Law on Fire Prevention and Fighting 2001 stipulates the principles of fire prevention and fighting as follows:

- Mobilize the combined strength of the entire people to participate in fire prevention and fighting activities.

- In fire prevention and fighting activities, prevention is the main objective; actively and proactively prevent, limit to the lowest possible level the occurrence of fires and damage caused by fire.

- Preparedness of forces, means, plans, and other conditions must be ensured so that, when a fire occurs, it can be promptly and effectively extinguished.

- All fire prevention and fighting activities must first be performed and resolved using local forces and means.
