Guidance on calculating benefits from July 1, 2024, for retired elderly commune-level, ward, and town officials
On July 5, 2024, the Minister of Home Affairs issued Circular 8/2024/TT-BNV guiding the adjustment of monthly benefits for retired elderly commune-level, ward, and town officials.
Below are the provisions on how to calculate benefits from July 1, 2024, for retired elderly commune-level, ward, and town officials:
In Article 2 of Circular 8/2024/TT-BNV, the monthly benefit adjustment is stipulated as follows:
Monthly Benefit Adjustment
From July 1, 2024, the monthly benefit for retired elderly commune officials is adjusted according to Article 2 of Decree No. 75/2024/ND-CP dated June 30, 2024, of the Government of Vietnam, adjusting pensions, social insurance allowances, and monthly benefits as follows:
1. Increase the monthly benefit by 15% based on the benefit received as of June 2024 for the individuals stipulated in Article 1 of this Circular.

In which: The benefit received as of June 2024 is the benefit stipulated in Clause 3, Article 2 of Circular No. 11/2023/TT-BNV dated August 1, 2023, of the Minister of Home Affairs guiding the adjustment of monthly benefits for retired elderly commune-level, ward, and town officials.
2. From July 1, 2024, after adjusting the monthly benefit for retired elderly commune officials as stipulated in Clause 1 of this Article, if the benefit received is less than 3,500,000 VND/month, it will be further adjusted as follows:

Which individuals are entitled to increased monthly benefits from July 1, 2024, under Circular 8/2024/TT-BNV?
In Article 1 of Circular 8/2024/TT-BNV, the applicable individuals are stipulated as follows:
Applicable Individuals
Retired elderly commune-level, ward, and town officials receiving monthly benefits under Decision No. 130-CP dated June 20, 1975, of the Government of Vietnam supplementing policies for commune officials and Decision No. 111-HDBT dated October 13, 1981, of the Council of Ministers amending and supplementing some policies for commune and ward officials (hereinafter referred to as retired elderly commune officials).
The individuals entitled to increased monthly benefits from July 1, 2024, according to Circular 8/2024/TT-BNV include:
Retired elderly commune-level, ward, and town officials receiving monthly benefits under Decision 130-CP of 1975 dated June 20, 1975, of the Government of Vietnam supplementing policies for commune officials and Decision 111-HDBT of 1991 dated October 13, 1981, of the Council of Ministers amending and supplementing some policies for commune and ward officials (hereinafter referred to as retired elderly commune officials).
How many health insurance cards are issued to retired elderly commune-level, ward, and town officials receiving monthly benefits from the state budget?
Retired elderly commune-level, ward, and town officials receiving monthly benefits from the state budget are issued how many health insurance cards according to Clause 2, Article 16 of the Law on Health Insurance 2008, as amended by Clause 10, Article 1 of the Law on Health Insurance Amendment 2014 as follows:
Health Insurance Card
1. The health insurance card is issued to participants in health insurance and serves as a basis for enjoying the health insurance benefits under this Law.
2. Each person is issued one health insurance card.
3. The effective date of the health insurance card is as follows:
a) For individuals specified in Clauses 1, 2, and 3 of Article 12 of this Law participating in health insurance for the first time, the health insurance card is effective from the date of paying for health insurance;
b) For individuals participating in health insurance continuously from the second time onwards, the health insurance card is effective immediately after the expiration of the previous card’s validity;
c) For individuals specified in Clauses 4 and 5 of Article 12 of this Law participating in health insurance from the date this Law takes effect or not continuously for 3 months or more in a financial year, the health insurance card is effective 30 days from the date of paying for health insurance;
d) For children under 6 years old, the health insurance card is effective until the child reaches 72 months old. If the child reaches 72 months old but has not started school, the health insurance card is effective until September 30 of that year.
4. The health insurance card is invalid in the following cases:
a) The card has expired;
b) The card is altered or erased;
c) The named cardholder no longer participates in health insurance.

Thus, according to the above provisions, retired elderly commune-level, ward, and town officials receiving monthly benefits from the state budget are issued 01 health insurance card.
