Auditoriums, meeting rooms:
- The position and distance between the Communist Party flag and the national flag with the slogan "ĐẢNG CỘNG SẢN VIỆT NAM QUANG VINH MUÔN NĂM" must be balanced and harmonious with the dais space. To be specific:
- The Communist Party flag and the national flag are on the left of the dais (from audience's point of view). The bust of President Ho Chi Minh is on the right, below the Communist Party flag and the national flag, appearing balanced and harmonious with the space.
- The crescent top of the Communist Party flag is aligned with the top of the yellow star on the national flag.
- The Communist Party flag and the national flag should be decorated as if they are flying, ensuring harmony with the bust of President Ho Chi Minh and the dais space. In the case of decorated folded flags, one of the following forms can be used: vertically folded flag, single diagonally folded flag, double diagonally folded flag, or other appropriate forms, ensuring a dignified and highly aesthetic arrangement.
Reception rooms:
The Communist Party flag and the national flag are placed on the left of the main background (as seen from outside), with the bust of President Ho Chi Minh placed below and to the right of the Communist Party flag and the national flag, ensuring an overall balanced, harmonious layout.
Traditional rooms:
The Communist Party flag is hung on a pole, attached to the wall, or displayed in a cabinet, ensuring a dignified, balanced, and harmonious presentation with the overall space.
Premises (or the exterior of the headquarters), cultural centers, cultural houses:
- For agencies with premises: The Communist Party flag along with the national flag is continuously hung on a flagpole. The flagpole should be located centrally, appropriately within the premises of the agency or unit.
- For agencies without premises: The Communist Party flag is hung in front of the main porch of the building or on the roof, ensuring a dignified and unobstructed position.
Cultural centers, cultural houses
- Premises with a flagpole: The Communist Party flag is hung on a separate pole.
- Premises without a flagpole: The Communist Party flag is centrally hung on the main porch of the cultural center or cultural house.

How is the use of the Vietnam Communist Party flag on stages and podiums for organizing major outdoor celebrations?
Pursuant to Article 7 Regulation 99-QD/TW of 2023 regulating the use of the Communist Party flag of Vietnam on stages and podiums for major outdoor celebrations, historical events, and socio-political events:
- In case there is a flagpole in front of the podium, the Communist Party flag and the national flag must be hung on the flagpole.
- In case there is no separate flagpole in front of the podium, the flag is hung as done inside a hall or can be printed on a large background. Above the stage frame, rows of red flags (or rows of multi-colored flags) can be arranged. Alternatively, the Communist Party flag and the national flag can be hung centrally above the stage frame of the podium, with rows of red flags (or multi-colored flags) on either side.
- For events such as groundbreaking ceremonies, completion milestones, inaugurations, etc., of projects and investments funded by the State budget, the Communist Party flag is hung in the most prominent position on the project.

Pursuant to Article 6 Regulation 99-QD/TW of 2023 regulating the use of the Communist Party flag in organizing Communist Party activities and meetings:
- For Party Congresses, award ceremonies for Party insignias, and new Party member induction ceremonies: The display of the Communist Party flag is carried out according to Clause 1, Article 5, Chapter II Regulation 99-QD/TW of 2023. Above the ceremony title, images of leaders Karl Marx and V.I. Lenin (with Karl Marx on the left and V.I. Lenin on the right as seen from outside) must be hung in a prominent, balanced position in relation to the overall composition.
- When organizing Communist Party conferences; anniversary celebrations of the Communist Party's founding, the establishment of Party organizations; ceremonies to announce decisions concerning Party organizations and members, and other Communist Party activities, the display of the Communist Party flag is executed according to Clause 1, Article 5, Chapter II Regulation 99-QD/TW of 2023 during the event duration. The title of the event is placed appropriately in relation to the composition of the backdrop in the hall or meeting room.
