What information must subscriber information in Vietnam include?

Pursuant to Clause 5, Article 15 of Decree 25/2011/ND-CP (amended by Clause 5, Article 1 of Decree 49/2017/ND-CP), subscriber information must include:

- Subscriber number; the user for each subscriber number: for individuals (for themselves; for biological or adopted children under 14 years old; for wards; for devices); for institutions (for individuals in the organization; for devices);

- Personal information on identity documents, including:

+ Full name;

+ Date of birth;

+ Nationality; number, date of issue, issuing authority or place of issuance of the identity document;

+ Permanent residence registration (for Vietnamese nationals);

- Information on organizational documents, including:

+ Name of the organization;

+ Address of the transaction head office;

+ Information on the identity document of the person executing the contract according to the template, general transaction terms, and information on the identity documents of each individual in the organization corresponding to the subscriber number assigned to them by the organization (if the organization assigns the number for use) as prescribed in Point b, Clause 5, Article 1 of Decree 49/2017/ND-CP;

- Digitized copies of all personal, organizational documents presented when entering into a contract according to the template, general transaction terms;

- Photo of the person directly entering into the contract according to the template, general transaction terms (for mobile telecommunication services); a digitized copy of the subscriber information confirmation or signed electronic subscriber information confirmation (for prepaid mobile telecommunication services);

- Payment method (prepaid, postpaid);

- Name of the transaction staff; the time of executing the contract according to the template, general transaction terms; the time of each update of subscriber information (for cases of individuals, organizations updating their subscriber information); the address and contact phone number of the telecommunication service provider.

How to check if a subscriber in Vietnam has standardized information?

According to Clause 8, Article 15 of Decree 25/2011/ND-CP (amended and supplemented by Article 1 of Decree 49/2017/ND-CP), if mobile subscriber information is not conformable, the subscriber may be locked in both directions.

To check if the subscriber information is standardized, you can perform a lookup using the following syntax:

<Subscirber's information> send to 1414.

At that point, the 1414 switchboard will search and respond with a message containing the relevant subscriber information.

How to standardize phone SIM information for Viettel, VNPT, and Mobifone in Vietnam?

According to Clause 3, Article 15 of Decree 25/2011/ND-CP (amended by Article 1 of Decree 49/2017/ND-CP), mobile subscribers need to provide accurate personal information to the network operators. This helps protect the rights of service users and reduces the proliferation of junk SIMs on the market.

Also, as informed by the Government of Vietnam, as of March 31, subscribers without standardized information will be locked in one direction.

Below are instructions to help users standardize phone SIM information for the three major operators: Viettel, VNPT, Mobifone.

(1) Standardize MobiFone SIM Information

Method 1: Visit the nearest MobiFone store

Find the list of stores on the website: www.mobifone.vn, in the "Customer Support" section to locate the nearest store.

Note: Customers need to bring their identity documents for the transaction staff to assist at the counter.

Method 2: Use the My MobiFone application on your phone

- Step 1: Download the My MobiFone application. Log in using the phone number to be registered with an OTP.

- Step 2: On the main interface, click on the Others section at the bottom right of the interface, select Customer Information.

Select "Subscriber Information" to check info.

Select "Register Information" to update the subscriber information.

- Step 3: When you click "Register Information," the system will require entering an OTP before updating the subscriber information.

- Step 4: Take a photo of the front/back of the Identity card/Citizen card/Passport and a portrait photo. Sign on the application screen and click "Continue."

- Step 5: Personal information will be identified by the AI system from the images uploaded in Step 4. The customer checks and updates the missing information. Check the agreement box and click "Confirm."

- Step 6: After clicking "Confirm," the system requires entering an OTP to agree to update the subscriber information.

Method 3: Via the website https://tttb.mobifone.vn/

- Step 1: Enter the subscriber number needing information updates, then click continue.

- Step 2: The system will send an OTP to the entered phone number. Enter the OTP and click continue.

- Step 3: Upload images including: front image of the document, back image of the document, and portrait photo, then click continue.

- Step 4: Check the extracted data from the uploaded images, including: Full name, date of birth, gender, ID card/Citizen card number (cannot be edited), date of issue, place of issue. Sign in the signature box and check the owner’s commitment box. Click to validate the information to complete the information change process.

Method 4: MobiFone will provide in-home support

This support is for specific customers, the elderly, etc.

(2) Standardize Viettel SIM Information

- Step 1: Download the My Viettel application.

- Step 2: Scan the QRCode or visit: https://viettel.vn/

- Step 3: Enter the phone number needing standardization, click "Get OTP to log in," and log into the application.

- Step 4: Update information, take pictures of the front and back of the Identity card/Citizen card/Passport, and a portrait photo.

- Step 5: Recheck the information on the screen.

Note: In cases where the video call verification step is displayed, the customer must make a video call connecting with customer service staff to complete the standardization.

(3) Standardize VNPT/VINAPHONE SIM Information

Method 1: Check, match subscriber information through the My VNPT application

- Step 1: Download the My VNPT app from the Appstore (for iOS) or CH Play (for Android devices).

- Step 2: Log into the My VNPT app (or register if first-time use) using the VinaPhone phone number needing verification.

- Step 3: On the main interface, select "Subscriber Information."

- Step 4: For customers needing to standardize/match subscriber information, the "Update Information" option will be available; click it and follow the instructions.

Method 2: Check information on the website http://my.vnpt.com.vn

- Step 1: Access the my.vnpt.com.vn website, log in using the VinaPhone phone number needing verification. VinaPhone will send an OTP to the registered phone number.

- Step 2: After logging in, select "Subscriber Information" or Menu/Account Management/Personal Information.

- Step 3: For customers needing to standardize/match subscriber information, the "Update Information" option will be available; click it and follow the instructions.

Method 3: Visit the nearest VinaPhone transaction points nationwide to receive assistance from VinaPhone staff.

Note: Customers must bring their Identity card/Citizen card when visiting transaction points.
