How much are the fees for driving tests and charges for issuance of driving licenses in Vietnam in 2024?

Currently, the fees for driving tests and charges for issuance of driving licenses in 2024 is implemented according to the regulations in Circular 37/2023/TT-BTC amended by Article 8 of Circular 63/2023/TT-BTC. Accordingly, the costs of testing and issuing a 2024 driving license are specifically as follows:

(1) Charges for issuance, re-issuance and replacement of driving license (for both national and international driving licenses): 135,000 VND/time (direct registration). For organizations and individuals submitting applications for issuance re-issuance, or renewal driving licenses (for both national and international driving licenses) online in 2024, a fee of 115,000 VND/time will apply.

(2) Fees for driving tests

Driving test for class A1, A2, A3, A4 vehicles:

- Theory test: 60,000 VND/time

- Practical test: 70,000 VND/time

Driving test for class B1, B2, C, D, E, F vehicles:

- Theory test: 100,000 VND/time

- Practical test in test circuit: 350,000 VND/time

- Practical test on public roads: 80,000 VND/time

- Video-based hazard perception test: 100,000 VND/time.

Vietnam: What is the driving learning application for learners that apply for the first license?

Pursuant to the provisions of Article 9 of Circular 12/2017/TT-BGTVT supplemented by Clause 2, Article 2 of Circular 01/2021/TT-BGTVT, learners that apply for the first license shall submit 01 application directly at the training institution, which consists of:

(1) Application for learning, test and issuance of driving license according to form prescribed in Appendix 7 enclosed herewith;

(2) The copy of people’s identity card, citizen’s identity card or unexpired passport for Vietnamese citizens; copy of unexpired passport for overseas Vietnamese;

(3) The copy of passport valid for more than 06 months and temporary residence card/permanent residence card/diplomatic identity card/official identity card for foreigners;

(4) Health certificates issued by competent medical facilities as prescribed.

In addition, ethnic minorities who cannot read or write Vietnamese and learn to drive class A1 motorbikes must prepare a set of documents and submit them directly to the training facility. Application includes:

(1) The copy of people’s identity card, citizen’s identity card or unexpired passport for Vietnamese citizens; copy of unexpired passport for overseas Vietnamese;

(2) Health certificates issued by competent medical facilities as prescribed.

(3) Certification from the People's Committee of the commune, ward or town where you reside, certifying that you are an ethnic minority person who cannot read or write Vietnamese according to the form specified in Appendix 24 issued with Circular 12/2017/TT-BGTVT; The confirmation is valid for 01 year from the date of signing; The individual signs or fingerprints the confirmation.

What are the age and health conditions of drivers in Vietnam?

Pursuant to the provisions of Article 60 of the Law on Road Traffic 2008, the driver age is prescribed as follows:

- Persons aged full 16 years or older may drive mopeds with a cylinder capacity of under 50 cm3;

- Persons aged full 18 years or older may drive motorcycles, three-wheeled motor vehicles with a cylinder capacity of 50 cm3 or higher and vehicles with similar structure; trucks, tractors with a mass of under 3,500 kg; passenger cars of up to 9 seats;

- Persons aged full 21 years or older may drive trucks, tractors with a mass of 3,500 kg or more; category-B2 vehicles pulling trailers (FB2);

- The maximum age of drivers of 30 seat-plus passenger cars is 50 for women and 55 for men.

What is the order of organization of driving tests in Vietnam?

Pursuant to the provisions of Article 25 of Circular 12/2017/TT-BGTVT, there are regulations on the order of organization of driving tests as follows:

(1) Testing council’s meeting and test opening ceremony

- Before the test is organized, head of the Testing council shall organize meetings with the Testing council, testing team and supervisory team (if any), assign duties to individual members during the test;

- Organize test opening ceremony to announce decision to organize the test, disseminate test-related issues to candidates.

(2) Organize the tests in accordance with aforesaid content and procedure

(3) End of test

- For A3, A4, B1, B2, C, D, E and F class tests, head of the Testing council shall organize meetings with the Testing council, testing team and supervisory team (if any). Head of the testing team shall report test results and sign in the written record of general result. Head of the testing council shall sign and affix seal on the written record of the general result of successful candidates according to forms prescribed in Appendix 15a enclosed herewith;

- For A1, A2 class tests, head of the testing team shall organize meetings with its members, director of driver training institutions and supervisory team (if any) to ratify test results and sign in the written record of general result. Head of testing administration board shall sign and affix seal on the written record of the general result of successful candidates according to forms prescribed in Appendix 15b enclosed herewith.

The written record of general result is the original document and is delivered to the successful candidate for self-preservation.
