- The organization shall submit directly, via postal service, or online (if any) 01 set of application dossiers to the Administration Procedure Receiving and Returning Department of the Ministry of Construction.

- Within 05 working days from the date of receipt of the application dossier, if the dossier is incomplete or invalid, the specialized construction agency under the Ministry of Construction must notify the applicant organization in writing.

- Within 10 days from the date of receiving the complete and valid dossier, the specialized construction agency under the Ministry of Construction shall issue the renewed construction practice certificate.

- Within 05 working days from the date of granting the certificate, the competent authority granting the certificate is responsible for posting the organization's information on its management website and sending the information to the specialized construction agency under the Ministry of Construction to integrate it into the Ministry of Construction's electronic information system. Within 03 working days from the date of receiving the information from the competent authority, the specialized construction agency under the Ministry of Construction will integrate it into the Ministry of Construction's electronic information system.

Organizations will be granted a renewal of the practice certificate if they submit the dossier within a period of 06 months up to the validity expiration date of the practice certificate and have the personnel and construction experience related to the field requested for certificate renewal according to the declared conditions meeting the requirements for obtaining the certificate; including the organization's experience declared as having or currently conducting activities relevant to the field of construction and the level of competence.

a) From January 1, 2024, to December 31, 2025, a fee rate of 80% (eighty percent) of the fee rates specified in Clauses 1 and 3 of this Article shall apply.

b) From January 1, 2026, the fee rates specified in Clauses 1 and 3 of this Article shall apply.

From January 1, 2024, to December 31, 2025, the fee rates for submitting applications for the issuance of construction practice certificates, individuals submitting applications for the issuance of construction practice licenses, foreign contractors submitting applications for construction activity permits online are as follows:

- Construction practice certificate for organizations: 800,000 VND/certificate.

- Construction practice license for individuals: 240,000 VND/certificate.

- Fee for the issuance of construction activity permits for foreign contractors: 1,600,000 VND/permit.

From January 1, 2026, the fee rates will be implemented as per Circular 38/2022/TT-BTC.

Circular 63/2023/TT-BTC will take effect from December 1, 2023.
