Pursuant to the provisions in subsection 4, Section 1 Administrative procedures, Decision 1105/QD-BXD of 2023 clearly states that the application for adjustment to Rank-I construction practicing certificates includes:
- Application for adjustment to Rank-I construction practicing certificates according to Form No. 01, Appendix IV of Decree 15/2021/ND-CP, amended and supplemented in Appendix VII of Decree 35/2023/ND-CP.
- 02 color photos measuring 4 x 6 cm and a photo file with a white background of the applicant's portrait taken within no more than 06 months.
- Certified copy or file containing color photo taken from the original or copy, present the original for exchange: Diploma issued by a legal training facility in accordance with the type and rank of certificate requested; In case the diploma does not state the major of training, a transcript must be submitted as a basis for examination and evaluation.
- Number of construction practicing certificates.
- Certified copy or electronic file containing a color photo from the original or certified copy, presented with the original for verification: Decisions assigning tasks (work assignments) from the organization to the individual, or confirmation documents from the legal representative of the investor regarding the typical tasks that the individual has completed as stated. The signatory of the confirmation is responsible for the accuracy of the content. In the case of self-employed individuals, a contract and acceptance record of the typical tasks declared must be provided.
- Certified copy or electronic file containing a color photo from the original or certified copy, presented with the original for verification: Legal documents on residence or work permits issued by the competent authority of Vietnam for cases where the individual is a foreigner.
- Certified copy of the examination results meeting the requirements in cases where the examination has been conducted prior to the submission of the application for practicing certificates.

Pursuant to the provisions in subsection 4, Section 1 Administrative procedures, Decision 1105/QD-BXD of 2023 clearly states that the procedures for adjustment to Rank-I construction practicing certificates are carried out as follows:
The order of execution:
- Individuals submit directly, via postal service or online, 01 set of application documents for issuance of construction practicing certificates to the Department of Receiving and Returning Results of Administrative Procedures (single-window department) of the Ministry of Construction.
- Within 5 working days from the date of receiving the application, if the application is incomplete or invalid, the construction specialized agency under the Ministry of Construction must notify the individual in writing.
- From the date of receiving a complete and valid application, the construction specialized agency is responsible for issuing the first construction practicing certificates (for cases with satisfactory examination results).
- For individuals who submit an application for construction practicing certificates but do not have examination results, the authorized agency must organize the examination for the individual within 20 days. The examination can be conducted in person or online. The examination is carried out on a monthly or ad hoc basis. The authorized agency for issuing practicing certificates must notify the result of the application review, the list, and the location of the examination at least 3 working days before the examination date.
- The examination consists of 5 questions on legal knowledge and 20 questions on relevant professional knowledge regarding the application for practicing certificates. In the case of individuals with valid practicing certificates, they are exempted from the professional knowledge content related to the field stated on the certificates.
- Individuals who achieve a minimum score of 16 points in the legal knowledge section and a total score of 80 points or above meet the requirements for considering the issuance of practicing certificates. Within 20 days from the date of achieving the required examination results, the authorized agency will consider issuing practicing certificates.
- Within 5 working days from the date of issuing the certificates, the authorized agency is responsible for publishing the individual's information on the electronic information portal managed by themselves and sending the information to the construction specialized agency under the Ministry of Construction for integration on the Ministry's electronic information portal. Within 3 working days from the date of receiving the information from the authorized agency, the construction specialized agency under the Ministry of Construction will integrate the information on the Ministry's electronic information portal.
