Guidelines for Procedures to Issue Ordinary Passports in the Country at the Central Level (Latest)?

According to Subsection 1, Section A of Administrative Procedures issued together with Decision 5568/QD-BCA in 2023, the procedures for issuing ordinary passports in the country at the central level are clearly stipulated as follows:

Step 1: Prepare the dossier as prescribed by law.

Step 2: Submit the application

* Individuals applying for an ordinary passport without an electronic chip for the second time or for the first time if falling into one of the cases specified in Clause 4, Article 15 of the Law on Exit and Entry of Vietnamese Citizens shall submit the dossier directly during office hours on working days at one of the two headquarters of the Immigration Department - Ministry of Public Security:

+ 44-46 Tran Phu Street, Ba Dinh District, Hanoi City.

+ 333-335-337 Nguyen Trai Street, District 1, Ho Chi Minh City.

When submitting the application, they must present their ID card, Citizen ID card, or a valid passport.

Or submit the application online via the National Public Service Portal or the Public Service Portal of the Ministry of Public Security and send supplementary documents via postal service as notified by the Immigration Department on the National Public Service Portal or the Public Service Portal of the Ministry of Public Security (if any).

* The immigration officer shall receive the dossier and check its legality and content:

+ If the dossier is complete and valid, issue a receipt indicating the date and time for the applicant to receive the results; request the applicant to pay the fees. The fee collector will collect the money and issue a receipt to the applicant or notify the National Public Service Portal or the Public Service Portal of the Ministry of Public Security for the applicant to make an online payment and receive an electronic receipt.

+ If the dossier is incomplete or invalid, the officer receiving the dossier shall provide guidance or notify via the National Public Service Portal or the Public Service Portal of the Ministry of Public Security for the applicant to complete the dossier.

+ If the dossier does not meet the requirements, do not accept the dossier and respond in writing or notify via the National Public Service Portal or the Public Service Portal of the Ministry of Public Security and clearly state the reason.

* The applicant can request to receive the result via postal service and must pay the delivery fee.

* Application receiving time: From Monday to Saturday morning weekly (except holidays and Tet).

Step 3: Receive the result

+ The applicant directly receives the result at the Immigration Department, Ministry of Public Security. When coming to receive results, they must bring the receipt, present their ID card, and Citizen ID card. If requesting to receive results via postal service, they must follow the service provider’s instructions.

+ If the passport is not issued, respond in writing or notify via the online Public Service Portal and clearly state the reason.

+ If the dossier is not valid, do not accept the dossier, respond in writing or notify via the National Public Service Portal or the Public Service Portal of the Ministry of Public Security and clearly state the reason.

+ Result delivery time: From Monday to Friday weekly (except holidays and Tet).

What does the dossier for issuing ordinary passports in the country at the central level include?

According to Subsection 1, Section A of Administrative Procedures issued together with Decision 5568/QD-BCA in 2023, the dossier for issuing ordinary passports in the country at the central level includes:

- 02 recent photos taken within the last 06 months, size 4cm x 6cm, front view, bareheaded, clear face, clear ears, without glasses, in formal attire, with a white background.

- The most recently issued ordinary passport for individuals who have been issued a passport; in case of passport loss, a lost passport report or a notice of receipt of the report from the competent authority as specified in Article 28 of the Law on Exit and Entry of Vietnamese Citizens 2019.

- A copy of the ID card or Citizen ID card in case of changes in personal information compared to the information in the most recently issued passport.

- A copy of the birth certificate or birth extract for individuals under 14 years of age.

- A certified copy of documents issued by a competent Vietnamese authority proving the legal representative for individuals lacking civil act capacity, individuals with difficulties in perception and behavior control, or individuals under 14 years of age; if the copy is not certified, present the original for verification.

- If submitting the application online, the dossier components must be electronically authenticated as prescribed; if the dossier is not electronically authenticated, send the dossier to the receiving authority via public postal services.

- One application form for an ordinary passport (Form TK01) issued together with Circular 73/2021/TT-BCA dated June 29, 2021, from the Ministry of Public Security. For individuals lacking civil act capacity, individuals with difficulties in perception and behavior control, or individuals under 14 years of age, the application form shall be filled and signed by the legal representative WITHOUT THE NEED FOR CONFIRMATION FROM THE LOCAL AUTHORITY (commune, ward, town where residing);

* Cases specified in Clause 4, Article 15 of the Law on Exit and Entry of Vietnamese Citizens 2019 applying for an ordinary passport for the first time at the Immigration Department must supplement one of the following documents:

- A referral or request from the hospital for traveling abroad for medical examination and treatment;

- Documents identifying relatives abroad who are in accidents, sick, or deceased;

- A request from the direct management agency for officials and public employees, officers, non-commissioned officers, professional soldiers, workers, public employees in the armed forces, and individuals working in cryptographic organizations;

- Documents proving other humanitarian or urgent reasons.

How long does it take to process the application for an ordinary passport in the country at the central level?

According to Subsection 1, Section A of Administrative Procedures issued together with Decision 5568/QD-BCA in 2023, the processing time for issuing ordinary passports in the country at the central level is specified as follows:

- No more than 05 working days from the date the Immigration Department receives the complete dossier as prescribed and the applicant successfully pays the fee.

- No more than 03 working days from the date the Immigration Department receives the complete dossier as prescribed and the applicant successfully pays the fee for cases specified in Clause 4, Article 15 of the Law on Exit and Entry of Vietnamese Citizens 2019.
