Vietnam aims to become a high-income developed country by 2045

Vietnam aims to become a high-income developed country by 2045

Based on Section I of the Appendix issued together with Decision 1031/QD-BKHCN 2022 by the Ministry of Science and Technology on the Research Program for Innovation in Economic Growth Models in the New Context, the goals for 2030 and 2045 are set out as follows:

“I. Objectives

Comprehensively evaluate the implementation of tasks to innovate the economic growth model for the period 2011 - 2020. From there, propose solutions to strongly promote the innovation of the economic growth model in the new context for Vietnam to become a high-middle-income country by 2030, laying a solid foundation to become a high-income developed country by 2045. Specific objectives include:

1. Summarize the process of innovating the growth model in association with restructuring the economy towards improving productivity, quality, efficiency, and competitiveness of the economy for the period 2011 - 2020.

2. Forecast the new context (international context; domestic context; scientific and technological developments, innovation, and digital transformation...) for the period 2021-2030 with a vision to 2045; identify opportunities and challenges for national development, and the requirements for innovating the economic growth model.

3. Propose the perspectives and contents of innovation in economic growth models associated with economic restructuring for the period 2021 - 2030 suitable to the new context; identify and build an appropriate and effective economic growth model for Vietnam in the new context; determine solutions for developing key industries and fields according to the requirements of improving productivity, quality, efficiency, and competitiveness of the economy.”

The goal by 2030 is for Vietnam to become a high-middle-income country and by 2045 to become a high-income developed country. To achieve the overall goal, specific objectives must be implemented as outlined above.

What are predicted outcomes of the research program for innovation in economic growth models in the new context in Vietnam?

Based on Section III of the Appendix issued together with Decision 1031/QD-BKHCN 2022 by the Ministry of Science and Technology, the regulations are as follows:

- A comprehensive report on the research results of the Program, providing scientific and practical arguments to contribute to the successful implementation of the new guidelines and policies of the Communist Party outlined in the XIII Congress documents; providing scientific and practical arguments to develop new development policies for Vietnam post-XIII Congress, drafting documents for the XIV Congress of the Communist Party on innovation in the economic growth model in the new context.

- Reports on the transfer of research results from various tasks to serve ministries, central authorities, and local authorities in formulating and promulgating policies and solutions for Vietnam to innovate the economic growth model in the new context.

- Specialized scientific reports from tasks transferred to scientific and technological organizations for use as reference materials in research and teaching.

- Scientific publications reporting the research results of the tasks, including: journal articles, scientific books published domestically and internationally, proceedings, reports at scientific conferences/workshops both domestically and internationally.

Thus, during the implementation of the research program for innovation in economic growth models in the new context, the expected outcomes will be as outlined above.

At least 70% of tasks in the research program for innovation in economic growth models in the new context have results published as scientific books in Vietnam

Based on Section V of the Appendix issued together with Decision 1031/QD-BKHCN 2022 by the Ministry of Science and Technology regarding the research program for innovation in economic growth models in the new context, the evaluation criteria are regulated as follows:

“V. Evaluation Criteria

1. On practical application:

- At least 30% of tasks have scientific products sent to Communist Party bodies to serve the drafting of Party documents.

- At least 50% of tasks have scientific products to serve the formulation and completion of management mechanisms and policies at ministries, central authorities, and local authorities.

2. On scientific level:

- 100% of tasks have results published in scientific journals listed in the Point Calculation Journal List by the Council of Professors for sectors and interdisciplinary sectors approved following the Decision of the State Council of Professors;

- At least 20% of tasks have results published in reputable international specialized journals.

- At least 70% of tasks have results published as scientific books.

3. On training and nurturing human resources:

100% of tasks contribute to postgraduate training./.”

The evaluation criteria for tasks in the research program for innovation in economic growth models in the new context are implemented as outlined above.
