On what factors will the 5 new salary scales for officials, public employees, and armed forces from July 1, 2024, under the wage reform be based?

According to Resolution 27-NQ/TW of 2018, there are 5 main factors for developing new salary scales for officials, public employees, and armed forces as follows:

- Abolish the current statutory pay rate and salary coefficient, building a basic salary amount in the new salary scales.

- Standardize labor contract policies according to the Labor Code (or service provision contract) for those performing administrative and service tasks (requiring training levels below intermediate), without applying the salary scales of officials and public employees to these subjects.

- Determine the lowest salary of officials and public employees in the public sector as the salary for jobs requiring intermediate training level (grade 1), which should not be lower than the minimum salary of trained workers in the enterprise sector.

- Expand the wage relationship to be used as a basis for determining specific salaries in the salary system, gradually approaching the wage relationship of the enterprise sector according to state resources.

- Perfect the policies for regular salary increases and early salary increases for officials, public employees, and armed forces according to the new salary scales.

Additionally, Resolution 27-NQ/TW of 2018 proposes a new wage structure design for the above 9 groups, including: Basic salary (accounting for about 70% of the total wage budget) and allowances (accounting for about 30% of the total wage budget). Bonuses will be added (the bonus fund equivalent to about 10% of the total annual wage budget, excluding allowances).
