According to the provisions at Subsection 9 Section II of Administrative Procedures issued together with Decision 1105/QD-BXD in 2023, the dossier for the initial issuance of grade II and grade III construction practice certificates at the provincial level includes:
- An application for the issuance of a practice certificate according to Form No. 01 Appendix IV of Decree 15/2021/ND-CP, which is amended and supplemented by Appendix VII of Decree 35/2023/ND-CP.
- Two 4 x 6 cm colored photos and a file containing portrait photos with a white background of the applicant taken within the last 6 months.
- A certified copy or a file containing colored images taken from the original or a copy, presenting the original for comparison: The diploma issued by a legal training institution, suitable for the type and grade of the certificate requested; in case the diploma does not specify the training major, a transcript must be submitted as a basis for inspection and evaluation.
For diplomas issued by foreign training institutions, they must be consular legalized according to regulations and must have a notarized and certified Vietnamese translation according to Vietnamese law.
- A certified copy or a file containing colored images taken from the original or a copy, presenting the original for comparison: Work assignment decisions (job assignments) of the organization for the individual or a confirmation document from the legal representative of the investor on the representative projects the individual has completed as declared.
The person signing the confirmation must take responsibility for the accuracy of the confirmed content. In case the individual practices independently, they must have the contract and acceptance minutes for the representative projects declared;
- A certified copy or a file containing colored images taken from the original or a copy, presenting the original for comparison: Legal residence documents or a work permit issued by a competent authority of Vietnam in case the individual is a foreigner.
- A certified copy of the test results meeting the requirements in case the test was taken before the date of submitting the application for the practice certificate.

According to the provisions at Subsection 9 Section II of Administrative Procedures issued together with Decision 1105/QD-BXD in 2023, the latest procedures for the initial issuance of grade II and grade III construction practice certificates at the provincial level are as follows:
- The individual submits one set of application documents directly or via postal service or online to the Provincial Public Administrative Service Center or the Administrative Procedure Receipt and Return Department of the Department of Construction or a qualified professional social organization of which the individual is a member.
- Within 5 working days from the date of receiving the application, if the application is incomplete or invalid, the Department of Construction or the professional social organization will notify the individual requesting the practice certificate in writing once.
- Within 20 days from the date of receiving a complete and valid application, the Department of Construction or the professional social organization is responsible for issuing the initial construction practice certificate (for cases that have already met the test requirements).
- In cases where the test has not yet been conducted, the Department of Construction/professional social organization is responsible for organizing the test for the individual requesting the practice certificate. The test is conducted directly or online. The test content includes 5 questions about legal knowledge and 20 questions about specialized knowledge related to the field requested for certification. An individual achieving a minimum of 16 points on legal knowledge and a total score of 80 points or more meets the requirements for consideration for the practice certificate. Within 20 days from the date of the test results, an individual who meets the test requirements will be considered for issuance of the construction practice certificate.
- Within no more than 5 working days from the date of certificate issuance, the Department of Construction/professional social organization is responsible for posting information about the individual on their managed electronic information page and sending information to the specialized construction agency under the Ministry of Construction for integration on the Ministry's electronic information page. Within no more than 3 working days from the date of receiving the information from the granting authority, the specialized construction agency under the Ministry of Construction is responsible for integrating it on the Ministry's electronic information page.
