Based on Clause 1, Article 11 of the Organizational and Operational Regulations of specialized upper secondary schools issued together with Circular 05/2023/TT-BGDDT stipulates the standards for the Principal of a specialized school as follows:
Principal
In addition to the standards, tasks, and rights under the Charter of secondary schools, upper secondary schools, and multi-level schools, and the professional title standards of upper secondary teachers, the principal of a specialized school must meet the following standards, tasks, and rights:
1. Meet the standards for selecting key management personnel of general education institutions, including proficiency in foreign languages and good application of information technology.
2. Organize and implement the tasks of the specialized school as stipulated in Clause 2, Article 2 of this Regulation to achieve the goals of the specialized school.
3. Take the lead in proposing or organizing the recruitment of teachers and staff according to management decentralization; propose to the competent authority to remove teachers and staff who do not meet the requirements of the specialized school's tasks, invite visiting lecturers, and send teachers for training and retraining domestically and abroad.
4. Direct the development of plans to improve professional skills, foreign languages, and information technology for management staff, teachers, and employees to meet the goals and tasks of the specialized school.
5. In each academic year, organize at least one (01) specialized seminar in accordance with Point k, Clause 2, Article 2 of this Regulation.
Thus, according to the above regulations, to become the Principal of a specialized school, one must meet the standards for selecting key management personnel of general education institutions, including proficiency in foreign languages and good application of information technology.
Additionally, the Principal of a specialized school must meet the standards, tasks, and rights as stipulated in the Charter of secondary schools, upper secondary schools, and multi-level schools, and the professional title standards of upper secondary teachers.

What are the standards for staff in a specialized school?
According to Clause 1, Article 14 of the Organizational and Operational Regulations of specialized upper secondary schools issued together with Circular 05/2023/TT-BGDDT stipulates as follows:
Staff
In addition to the standards, tasks, and rights under the Charter of secondary schools, upper secondary schools, and multi-level schools, and the professional title standards for staff, the staff of specialized schools must meet the following standards, tasks, and rights:
1. Possess professional competency and skills to meet the requirements of achieving the goals and tasks of the specialized school.
2. Adhere to the principal's assignment in organizing the implementation of the specialized school's tasks as stipulated in Clause 2, Article 2 of this Regulation to achieve the goals of the specialized school.
Thus, according to the above regulations, staff in specialized schools must have the professional competency and skills to meet the requirements of achieving the goals and tasks of the specialized school.
What are the standards to become the Vice Principal of a specialized school?
According to Clause 1, Article 12 of the Organizational and Operational Regulations of specialized upper secondary schools issued together with Circular 05/2023/TT-BGDDT stipulates as follows:
Vice Principal
In addition to the standards, tasks, and rights under the Charter of secondary schools, upper secondary schools, and multi-level schools, and the professional title standards of upper secondary teachers, the Vice Principal of a specialized school must meet the following standards, tasks, and rights:
1. Meet the standards for selecting key management personnel of general education institutions, including proficiency in foreign languages and good application of information technology.
2. Be responsible for managing and executing the tasks assigned by the principal in organizing the implementation of the specialized school's tasks as stipulated in Clause 2, Article 2 of this Regulation to achieve the goals of the specialized school.
3. In each academic year, participate in organizing at least one (01) specialized seminar in accordance with Point k, Clause 2, Article 2 of this Regulation.
Thus, according to the above regulations, to become the Vice Principal of a specialized school, one must meet the standards for selecting key management personnel of general education institutions, including proficiency in foreign languages and good application of information technology.
Additionally, the Vice Principal of a specialized school must meet the standards, tasks, and rights as stipulated in the Charter of secondary schools, upper secondary schools, and multi-level schools, and the professional title standards of upper secondary teachers.
Circular 05/2023/TT-BGDDT will take effect from April 15, 2023.
