So, what are the regulations on the appraisal of land use demand when approving the investment guidelines for the project located in the approved Bauxite exploration and extraction areas?

According to the provisions of Clause 5, Article 29 of Decree No. 31/2021/ND-CP, Before approving the investment guideline, there must be a written approval to receive the transfer or contribution as capital of, or leasing, agricultural land use rights to carry out investment projects on non-agricultural production and business under the provisions of The Law on Land. According to Article 73 of the Law on Land on production and business projects, the investors may receive the transfer of, or lease, land use rights to carry out the investment project after determining the investor (After approving the investment guideline and the investor) to conduct the project. So, are there inconsitencies in regard the provisions between Clause 5, Article 29 of Decree 31/2021/ND-CP and Article 73 of the Law on land? Thanks a lot!
