Has the minimum salary for officials and public employees been determined for the 2024 salary reform yet?

The Government of Vietnam has just issued Resolution 01/NQ-CP on the main tasks and solutions to implement the socio-economic development plan and the state budget estimate for 2024, which includes important directives related to salary reform for officials and public employees and the armed forces.

The Government of Vietnam uniformly, comprehensively, and effectively implements the salary policy reform according to Resolution 27-NQ/TW year 2018 of the Central Executive Committee on salary policy reform for officials and public employees, the armed forces, and workers in enterprises.

Complete the job position structure for officials and public employees in the state administrative system before March 31, 2024; at the same time, clearly define the responsibilities of each ministry, central authority, and local authority and the head for the implementation of the salary policy reform starting from July 1, 2024.

According to Appendix IV, specific tasks for sectors and fields in 2024 (attached to Resolution 01/NQ-CP), the Government of Vietnam assigned the Ministry of Home Affairs to preside over the implementation, and by May 2024, complete the Decree stipulating the new salary policies for officials and public employees and the armed forces.

Regarding the minimum salary for officials and public employees, no official draft or document has been issued yet.

According to Resolution 27-NQ/TW year 2018, objectives set for officials and public employees when implementing the 2024 salary reform are as follows:

a) For the public sector

- From 2021, apply the new unified salary policy for officials and public employees, and the armed forces across the entire political system.

- In 2021, the minimum salary for officials and public employees will be equal to the average minimum salary level of the enterprise sector regions.

- Periodically adjust the salary level according to the consumer price index, economic growth rate, and the state budget's capability.

- By 2025, the minimum salary for officials and public employees will be higher than the average minimum salary of the enterprise sector regions.

- By 2030, the minimum salary for officials and public employees will be equal to or higher than the minimum salary level of the highest region of the enterprise sector.

When implementing the 2024 salary reform, the minimum salary for officials and public employees will be equal to the average minimum salary of the enterprise sector regions.

On December 20, the National Wage Council held a meeting to discuss and negotiate the regional minimum wage adjustment plan for 2024.

At the meeting, all members of the National Wage Council present voted to finalize the 2024 regional minimum wage increase of 6%, effective from July 1, 2024.

When the regional minimum wage is increased by 6%, the projected minimum wages for enterprise sector regions are as follows:

Thus, if the projected regional minimum wages are officially approved, the average minimum salary of the enterprise sector regions after the 6% increase will be about 4.1 million Dong.

When implementing the 2024 salary reform, the minimum salary for officials and public employees may be around 4.1 million Dong.

Will the 6 salary tables under Decree 204 be abolished from July 01, 2024, when implementing the 2024 salary reform?

In clause 1 Article 5 of Decree 204/2004/ND-CP, 6 currently applied salary tables are specified, including the following 6 salary tables:

Salary Table 02: Professional and operational salary table for officials in state agencies (including officials holding elected titles ranked according to administrative official grades and levels, enjoying leadership position allowances, and officials at commune, ward, and commune-level town).

Salary Table 03: Professional and operational salary table for officials, public employees in state public service providers.

Salary Table 04: Service staff salary table in state agencies and state public service providers.

Salary Table 05: Rank salary table for officers of the People’s Army; officers and non-commissioned officers of the People’s Police.

From July 01, 2024, salary reform will be implemented according to Resolution 27-NQ/TW year 2018.

Thus, from July 01, 2024, the 6 salary tables in clause 1 Article 5 of Decree 204/2004/ND-CP will be replaced by 5 salary tables according to Resolution 27-NQ/TW year 2018.

For those doing executionary and service work (requiring education levels below intermediate), the officials and public employees' salary table will not apply after the salary reform, but unified labor contract policies according to the Labor Code (or service provision contracts) will be implemented.
