Pursuant to Article 12 of the 2016 Ordinance on Market Surveillance in Vietnam stipulating as follows:
Market inspection card
1. Market surveillance officers shall be provided with market inspection cards to exercise their authority to make decisions on inspection and conduct inspections.
2. A market inspection card shall be valid for 05 years, as inscribed on the card, upon its issuance. The Minister of Industry and Trade shall regulate the sample design, procedures for initial issuance and re-issuance and suspension of market inspection cards.
3. Market surveillance officers shall and must present their market inspection cards only when carrying out inspections as per regulations.
Thus, the market inspection card of the market surveillance officer has an expiry date.
Specifically, the market inspection card shall be valid for 05 years, as inscribed on the card, upon its issuance.

Pursuant to Article 13 of the 2016 Ordinance on Market Surveillance in Vietnam stipulating the initial issuance of market inspection cards as follows:
Initial issuance of market inspection cards in Vietnam
1. Market inspection cards shall be initially issued to:
a) Individuals appointed to one of market surveillance officers' titles as defined in Point a, b and c, Section 2, Article 10 of this Ordinance and satisfying requirements as stated in Section 2 of this Article;
b) State officials appointed as heads of market surveillance agencies empowered to make decisions on inspection.
2. Requirements for issuance of market inspection cards:
a) The recipient has completed professional training as stipulated by the Minister of Industry and Trade;
b) The recipient is not carrying any disciplinary penalty.
Thus, the market surveillance officer must fall into one of the above cases and the requirements for issuance of market inspection cards are:

What is included in the application for the initial issuance of market inspection cards of market surveillance officers in Vietnam?
Pursuant to Clause 2, Article 5 of Circular 33/2018/TT-BCT stipulating application for the initial issuance of market inspection cards of market surveillance officers in Vietnam as follows:
- Application form for the initial issuance of a card;
- List of applicants by using the form given in the Appendix No.1 to Circular 33/2018/TT-BCT;
- An officer’s application form for the initial issuance of a card by using the form given in the Appendix No. 2 to Circular 33/2018/TT-BCT, which obtains the attestation of the Director of the provincial-level Market Surveillance Department (applicable to officers under the management of the provincial-level Market Surveillance Department) or the endorsement of the Director of the Department of Organization and Personnel affiliated to the General Department of Market Surveillance (applicable to leaders of the General Department of Market Surveillance or officers of other affiliates of the General Department of Market Surveillance);
- 02 (two) color photos sized 03 cm x 04 cm of the officer in the list of applicants. The requirements concerning the officer's photo are that the officer must wear an autumn-winter uniform shirt (made of pale green fabrics with long sleeves and standup collar), kepi hat and tie with all market surveillance insignia borne on the uniform shirt.
The photo has been taken for no more than 1 year till the date of preparation of the application; on the back side of the photo, the following information must be fully written: full name of the applicant officer; name of the provincial-level Department of Market Surveillance (applicable to those under the management of the provincial-level Department of Market Surveillance) or the name of the affiliate of the General Department of Market Surveillance (applicable to those of other affiliates of the General Department of Market Surveillance);
- 01 (one) authenticated copy of the decision on appointment to the market surveillance rank and 01 (one) authenticated copy of the Certificate of completion of the professional training under the regulations of the Ministry of Industry and Trade, applicable to the officer prescribed in point a of clause 1 of Article 13 of the 2016 Ordinance on Market Surveillance in Vietnam;
- 01 (one) authenticated copy of the decision on appointment to the current leadership rank and 01 (one) authenticated copy of the decision on appointment to the current officer rank, applicable to the officer prescribed in point b of clause 1 of Article 13 of the 2016 Ordinance on Market Surveillance in Vietnam.
What to do when the market surveillance officer loses the market inspection card?
Pursuant to Clause 2, Article 3 of Circular 33/2018/TT-BCT stipulating as follows:

Card-holding market surveillance officers shall be responsible for storage and care of issued cards; avoiding erasure, deletion, alteration or correction of information inscribed on cards; avoiding using cards to fulfill self-seeking needs, cause any threat or obstruction against legal activities of other organizations or individuals; in case of loss of a card, immediately reporting to the Head of the direct supervisory body....
Thus, in the event that a market surveillance officer loses his/her market inspection card, he/she must immediately report it to the Head of the direct supervisory body.
