Recently, the Chairman of the National Assembly signed and promulgated Resolution 104/2023/QH15 on the State Budget Estimates for 2024.
According to Resolution 104/2023/QH15, a comprehensive wage policy reform will be implemented according to Resolution 27-NQ/TW of 2018.
Based on the spirit of Resolution 27-NQ/TW of 2018, five new salary scales will be established based on job positions, titles, and leadership positions. These will replace the current salary scale system, transitioning from the old salary to the new one, ensuring it is not lower than the current salary. This will apply to officials and public employees and the armed forces as follows:
| Salary Scale 01: The salary scale for leadership positions for officials and public employees elected or appointed within the political system from the central to communal levels.
Salary Scale 02: The professional and occupational salary scale according to the ranks of officials and professional titles of public employees, applicable to officials and public employees who do not hold leadership positions.
Salary Scale 03: The salary scale for military officers, police officers, and non-commissioned officers (according to positions, titles, and ranks).
Salary Scale 04: The salary scale for professional soldiers and technical officers in the police.
Salary Scale 05: The salary scale for defense workers and police workers (maintaining the current salary correlation of the armed forces compared to administrative officials). || --- |
Thus, from July 01, 2024, when wage reform is implemented, there will be five new salary scales based on job positions, applicable to the following groups:
- Officials and public employees holding leadership positions;- Officials and public employees not holding leadership positions;- Military officers;- Police officers and non-commissioned officers;- Professional soldiers;- Technical officers in the police;- Defense workers;- Police workers.
However, according to the content of Resolution 104/2023/QH15, only the wage reform according to Resolution 27-NQ/TW of 2018 has been finalized, and official documents regarding the formal application of the five new salary scales for the aforementioned groups have not yet been issued.
The specifics of the official salary scales to be applied to these groups will have to await the issuance of official documents to know the specific salaries for these groups when the wage reform takes effect from July 01, 2024.

What Are the Factors for Constructing and Designing the 5 New Salary Scales for Officials and Public Employees and the Armed Forces from July 01, 2024?
According to the spirit of Resolution 27-NQ/TW of 2018, the five new salary scales for officials and public employees and the armed forces will be constructed and designed based on the following factors:
- Abolish the statutory pay rate and current salary coefficients, establishing a basic salary amount in the new salary scale.- Unify labor contract policies according to the provisions of the Labor Code (or service provision contracts) for those performing auxiliary tasks (require training qualifications below intermediate level), and not apply the salary scales for officials and public employees to these groups.- Determine the lowest salary level for officials and public employees in the public sector, equal to the salary of workers requiring intermediate training level (Grade 1), not lower than the minimum wage level for trained workers in the enterprise sector.- Expand wage relations as a basis for determining specific salary levels in the salary scale system, gradually approaching the wage relations of the enterprise sector suitable to the state's resources.- Perfect the policies for regular salary increases and early salary increases for officials and public employees and the armed forces in accordance with the new salary scale.
What is the Current 7 Salary Scales as per Decree 204/2004/ND-CP?
According to Article 5 of Decree 204/2004/ND-CP, there are seven salary scales applicable to officials and public employees and the armed forces as follows:
- Scale 01: Salary scale for senior experts.- Scale 02: Professional and occupational salary scale for officials in state agencies (including officials holding elected positions under the salary arrangement according to official administrative ranks and receiving leadership allowances and officials at communal levels).- Scale 03: Professional and occupational salary scale for public employees in state public service providers.- Scale 04: Salary scale for auxiliary staff in state agencies and state public service providers.- Scale 05: Salary scale for full-time officials at the communal level.- Scale 06: Rank salary scale for commissioned officers of the people's army and officers and non-commissioned officers of the police.- Scale 07: Salary scale for professional soldiers in the people's army and technical officers in the police.
