Issuance and Replacement of Health Insurance Cards for Beneficiaries under Decree 75 as Guided by Vietnam Social Security
On October 24, 2023, Vietnam Social Security issued Official Dispatch 3452/BHXH-CSYT 2023 guiding the implementation of Decree 75/2023/ND-CP.
According to Official Dispatch 3452/BHXH-CSYT 2023, to promptly implement Decree 75/2023/ND-CP, Vietnam Social Security requires the provincial social insurance agencies to perform the following tasks:
- Issuing and replacing health insurance cards according to the provisions of Decree 75/2023/ND-CP:
+ Converting the health insurance benefit code
+ Adding the beneficiary code and health insurance benefit code on the health insurance card for new health insurance participants
+ Reviewing, reconciling data under management, and correcting for cases where health insurance participants simultaneously belong to different groups, included in the files for changing benefit levels and lists for new card replacement
- Health insurance medical examination and treatment procedures are implemented according to the revised and supplemented provisions in Clause 6, Article 1 of Decree 75/2023/ND-CP.
- Payment of health insurance medical treatment costs during the transitional period is implemented according to the provisions in Article 4 of Decree 75/2023/ND-CP.

How to Add Beneficiary Codes and Health Insurance Benefit Codes for New Health Insurance Participants?
According to Subsection 1.2, Section 1 of Official Dispatch 3452/BHXH-CSYT 2023 guiding the addition of beneficiary codes and health insurance benefit codes on the health insurance card for new health insurance participants according to Decree 75/2023/ND-CP and Decree 131/2021/ND-CP as follows:
While waiting for the revision and supplementation of Decision 1351/QD-BHXH 2015 by the Director General of Vietnam Social Security on the codes recorded on the health insurance card, provincial social insurance agencies should cooperate with the object management units to review, make lists, and issue health insurance cards for the subjects supplemented under Decree 75/2023/ND-CP as follows:
- Spouses of martyrs who remarry and are currently receiving monthly allowances in accordance with Point a, Clause 10, Article 16 of the Ordinance on Preferences for Revolutionary Contributors 2020: the beneficiary code is TG and the benefit code is number 3; the management department code is WG, and the statistical department code is 37.
- Residents of safe zones and revolutionary safe zones during the resistance wars against France and the United States who are currently residing in these revolutionary safe zones and have their information updated in the National Database on Population and Residence Database: the beneficiary code is AK and the benefit code is number 2; the management department code is WK, and the statistical department code is 61.
- Ethnic minorities living in communes in area 2, area 3, and particularly difficult villages in ethnic minority and mountainous areas during 2016-2020, which are no longer listed in area 2, area 3, and particularly difficult villages in ethnic minority and mountainous areas during 2021-2025 according to the decision of the Prime Minister of the Government of Vietnam: the beneficiary code is DS and the benefit code is number 3; the management department code is WS, and the statistical department code is 62.
Allow Citizens to Present Their Citizen ID Card Instead of Health Insurance Card When Receiving Medical Services?
According to Section 2 of Official Dispatch 3452/BHXH-CSYT 2023 guiding the procedures for health insurance medical examination and treatment as follows:
Procedures for Health Insurance Medical Examination and Treatment are implemented according to the revised and supplemented provisions in Clause 6, Article 1 of Decree 75/2023/ND-CP:
Health insurance participants must present a health insurance card with a photo or a citizen ID card*; in case of presenting a health insurance card without a photo, they must present one of the photo identification documents issued by competent agencies or organizations or a confirmation letter from the commune police or other documents certified by the educational institution managing the students; other lawful identity papers or documents with level 2 electronic identification as stipulated in Decree 59/2022/ND-CP dated September 5, 2022, of the Government of Vietnam regulating electronic identification and verification*.
When receiving medical services, people can choose to present their health insurance card with a photo or their citizen ID card, and these will be accepted by medical service providers.
