Handling of administrative violations on burning of negative money of Vietnam, votive gold?
Pursuant to Clause 1 Article 14 of the Decree No. 38/2021/ND-CP and the Government's Decree No. 160;
"Article 14. Violations against regulations on festival organization
1. Giving a warning or imposing a fine ranging from VND 200,000 to VND 500,000 for one of the following violations:
a) Rehabilitating incense or burning votive paper not in compliance with prescribed places;
b) Speaking, half of the festival, hurting spiritual contacts that affect the solemn air;
c) Wearing unsuitable clothes or incompliant with Vietnam's cultural tradition.
..."
Thus, in the case of combustion of negative money of Vietnam, coded gold in accordance with provisions, to the prescribed place. However, if the burning of negative money of Vietnam, votive paper is not in compliance with the provisions, it shall be sanctioned for administrative violations as prescribed above from 200,000 VND to 500,000 VND.

Penalties for criminal offences in case of burning the negative money of Vietnam, canned gold?
In the event where the incineration of negative money of Vietnam or votive paper causes injury to the property or lives of others, the offence shall be accused for the accidental crime which causes serious damage to the property of others.
Pursuant to Article 180 of the 2015 Criminal Code (amended by Point g Clause 1 Article 2 of the Law on amendments to the 2017 Criminal Code) is elaborated as follows:
"Article 180.- Unintentionally causing serious damage to property
1. Any person who unintentionally causes damage to another person's property valued at between VND 100,000,000 and under VND 500,000,000 shall be subject to caution or non-custodial reform for up to 2 years.
2. Committing the crime and causing damage to other persons' property valued at VND 500,000,000 or more, the offenders shall be subject to non-custodial reform for between 2 and 3 years or a prison term of between 3 months and 2 years."
Thus, for some persons who commit acts of burning votive papers in contravention of regulations, thus causing serious consequences, shall be administratively sanctioned. A warning or non-custodial reform for up to 2 years or a non-custodial reform for up to 3 years or a prison term of between 3 months and 2 years.
Is the precipitation and yellow cover in the apartment building penalized?
"burning of votive paper" means acts considered as customs and practices of Vietnamese people. However, many people living in the apartment building would the burning of negative money of Vietnam and votive papers currently in the apartment building are allowed or not?
Pursuant to Article 2 of the Circular No.
"Article 2. Prohibited acts during use of apartment buildings
1. Causing insecurity and disorder, talking, burying or using radio and television broadcasting or sound equipment to cause noises which affect the daily life of condominium owners or users.
2. Removing garbage or wastes and toxic substances not at prescribed places, causing environmental pollution in condominiums.
3. Throw objects out of windows or balcony of the apartment;
4. Breeding animals in the apartment building.
5. Burn votive papers and fire in the apartment building, except for the locations where votive papers are yellow in the apartment building.
6. Hanging, washing clothes and any things on handrails or the space from handrails upwards or across windows of the apartment.
7. Gambling and prostitution activities in condominiums.
8. Trade in business sectors related to explosives, inflammable, causing danger to lives and properties of occupants;
9. Illegally buying, selling, storing or using drugs in an apartment or another area in the apartment building.
10. Transform uses and purposes of shared portions and equipment of apartment buildings without permission.
11. Other acts as prescribed in regulations on apartment building related to apartment building shall be supplemented in conformity with each apartment building by the Apartment building meeting.
12. Other prohibited acts prescribed by law."
Therefore, pursuant to regulations laid down in Clause 5 Article 2, these acts are prohibited by abovementioned regulations (except for votive papers used in apartment buildings).
