Pursuant to the Prime Minister’s directives at the Government meeting on 22/04/2020 regarding Covid-19 prevention and control; directives of the Ministry of Transport in document No. 3864/BGTVT-VT dated 22/4/2020 on implementation of the Prime Minister’s directives at the Government meeting on 22/04/2020; directives of the President of the People’s Committee of Hanoi cum Chief of Covid-19 Prevention and Control Committee of Hanoi during the online meeting on 22/4/2020, Department of Transport of Hanoi hereby demands implementation of the following contents from 12 am of April 23, 2020 until further notice:
1) Directors, owners of transport enterprises, bus station operators and drivers shall be responsible for implementation of Covid-19 prevention and control measures; strictly implement document No. 3864/BGTVT-VT dated 22/4/2020 of the Ministry of Transport, which also regulates interprovincial passenger transport.

2.1. Public transport bus services: operate 20% - 30% of the bus network capacity to ensure connection.

- Take charge and cooperate with bus enterprises in supervising implementation of Covid-19 prevention and control measures.
- Prepare at least 30% backup vehicles to serve passengers when necessary.

2.2. For taxis and ride-hailing vehicles with less than 9 seats: up to 20% - 30% of vehicles may operate.
The enterprises are responsible for supervising the alternate operation of the vehicles and conformity with applicable laws;

3. Vehicles and their operators shall comply with regulations on epidemic prevention and control of the Ministry of Health and the Ministry of Transport (document No. 3863/BGTVT-CYT dated 22/04/2020).
4. Inspectorate of Department of Transport shall prepare and implement a plan for cooperation in assurance of traffic safety and order. This shall be implemented from the peak hour in the morning of 23/4/2020.
