Based on Clause 2, Article 1 of Circular 198/2016/TT-BTC, the provisions regarding fees and charges in the inland waterway are as follows:
Scope of Regulation
- This Circular stipulates the rates, policies on collection, remittance, management, and use of fees and charges in the inland waterway and railway sector.
- Fees and charges in the inland waterway include:
a) Examination fees for certification of professional competence for captains and chief engineers.
b) Fees for appraisal, assessment of inland waterway port announcement, issuance of operation licenses for ports and inland waterway berths.
c) Fees for evaluation and approval of security assessments and security plans for inland waterway ports receiving foreign watercraft.
d) Registration and licensing fees for inland waterway vehicles, excluding registration and licensing for vehicles serving defense and security missions (not used for economic activities).
e) Fees for issuing certificates and licenses for operating various types of inland waterway vehicles.
- Railway sector charges include:
a) Fees for the issuance of train driving licenses.
b) Fees for the issuance of registration certificates for railway vehicles.
- This Circular applies to: organizations and individuals paying fees and charges; fee and charge collecting organizations; other agencies, organizations, and individuals involved in the collection and remittance of fees and charges.
According to the above regulations, there are 5 types of fees and charges in the inland waterway, including:
- Examination fees for certification of professional competence for captains and chief engineers.
- Fees for appraisal, assessment of inland waterway port announcement, and issuance of operation licenses for ports and inland waterway berths.
- Fees for evaluation and approval of security assessments and security plans for inland waterway ports receiving foreign watercraft.

Fee and Charge Collecting Organizations
- Organizations authorized to collect fees and charges in the inland waterway include:
a) The Vietnam Inland Waterways Administration and its subordinate Inland Waterways Sub-departments;
b) Inland Waterway Port Authorities, Maritime Port Authorities (including cases where authorized or delegated by competent state agencies);
c) Business establishments providing training services for inland waterway crew members and operators permitted to operate according to legal regulations;
d) Departments of Transport;
đ) Centers for inland waterway crew member examinations;
e) Other organizations and state management agencies assigned to perform work related to fee and charge collection.
- The Vietnam Railway Administration collects fees for the issuance of train driving licenses and registration certificates for railway vehicles.
From the above regulations, it can be seen that entities authorized to collect fees and charges in the inland waterway include:
- The Vietnam Inland Waterways Administration and its subordinate Inland Waterways Sub-departments;
- Inland Waterway Port Authorities, Maritime Port Authorities (including cases where authorized or delegated by competent state agencies);
- Business establishments providing training services for inland waterway crew members and operators permitted to operate according to legal regulations;

- Other organizations and state management agencies assigned to perform work related to fee and charge collection.
What are the deadlines for declaring and paying fees and charges in the inland waterway in Vietnam?
According to the provisions of Article 5 of Circular 198/2016/TT-BTC, the deadlines for declaring and paying fees and charges are as follows:
- No later than the 5th of each month, fee collecting organizations must transfer the collected fees from the previous month into the fee account pending submission to the state budget opened at the State Treasury.
- Fees and charges applied at inland waterway ports and berths are collected in Vietnamese Dong. In cases where foreign organizations or individuals pay fees and charges in foreign currency, they are collected in U.S. Dollars (USD) according to the buying exchange rate for foreign currency by bank transfer of the Headquarters of Vietcombank at the time of payment or at the end of the working day immediately preceding a holiday or day off.
