What are the conditions for requesting exemption from Communist Party of Vietnam's work and activities in 2025?
Based on Article 7 of Regulation 232-QD/TW of 2025, the stipulations are as follows:
Communist Party of Vietnam member requesting exemption from work and Party activities
7.1. Elderly Communist Party of Vietnam members with weak health who cannot participate in Party activities, may submit a written request or direct report to the cell party requesting reduction or exemption from work and Party activities. The cell party will review and decide. The Party committee or the party cell secretary will report to the immediate superior party committee.
7.2. Communist Party of Vietnam members who are exempted from work and Party activities have the following rights and responsibilities:
7.2.1. Right to attend Party congresses; provided with information as stipulated in Section 2.1 if the Party member requests it.
7.2.2. Eligible for consideration to receive the Communist Party of Vietnam Badge when meeting the standards.
7.2.3. Exempted from the evaluation of Party member quality during the period of exemption from work and Party activities.
7.2.4. Must be exemplary and encourage their family to comply with the guidelines, policies of the Communist Party of Vietnam , state laws, and local regulations. Violations of Party discipline will be handled as per the regulations applicable to active Party members.
Thus, the condition for a Party member to request exemption from work and Party activities is if the member is elderly and in poor health, unable to participate in Party activities.
Note:
When a Party member wishes to self-request exemption from work and Party activities, they must submit a written request or directly report to the cell party. The cell party will review and decide.

What rights do CPV members have under Regulation 232?
According to Article 3 of Regulation 232-QD/TW of 2025, Party members have the following rights:
(1) The right to information for Party members.
Periodically monthly or on special occasions, as per the guidance of the Central Propaganda Department and superior party committees, Party committees provide information to members about the local, agency, unit situation and tasks; Communist Party of Vietnam policies, state laws; domestic, world current affairs... tailored to task requirements, characteristics of the Party organization and members, contributing to raising awareness and facilitating Party members to accomplish assigned tasks.
(2) Rights of Party members in candidature, nomination, and election to leadership bodies at various levels of the Communist Party of Vietnam .
Implemented according to the regulations of the Central Executive Committee of the Communist Party of Vietnam .
(3) Rights of Party members in criticizing, questioning the Party organization and members; reporting, recommending to responsible agencies.
Communist Party of Vietnam members have the right to criticize, question, report, recommend directly or in writing within the Party organization regarding the activities of Party organizations and members at all levels; relating to the functions, tasks, authority of Party organizations or responsibilities, duties, ethical qualities of that member; accountable to the Party organization for their opinions. Upon receiving criticism, questioning, reporting, or recommendations, the Party organization and members must respond as per authority within a maximum of 30 working days for grassroots Party organizations and members, 60 working days for district, provincial, and equivalent levels, and 90 working days for Central levels. In complex cases requiring extension beyond the stipulated time, notification with reasons must be provided to the Party organization and members.
(4) Communist Party of Vietnam members are informed about the assessments of working and residential location committees when considering appointments, candidacies; allowed to present opinions to the Party organization, Party committee during work consideration or disciplinary actions against themselves.
What is the current CPV membership rate for Party members?
According to Section 1, Part B of the policy on Party fees issued with Decision 342/QD-TW of 2010, the current CPV membership rate for Party members is stipulated as follows:
Monthly income of Party members to calculate Party fee includes: salary, some allowances; wages; subsistence allowance; other income. Communist Party of Vietnam members with regular income pay Party fees based on a percentage (%) of their monthly income (pre-tax); those with indeterminate income levels have a specific monthly fee set for each category.

Communist Party of Vietnam members studying, working abroad: | |
(1) Communist Party of Vietnam members at Vietnamese representative offices abroad; students sponsored by foreign entities or state budget | Party fee of 1% of monthly subsistence allowance. |
(2) Self-funding students abroad; labor export members; accompanying family members, independent working members | Monthly Party fee from 2 to 5 USD |
(3) Communist Party of Vietnam member owners or co-owners of enterprises, trade zones, service shops | Minimum monthly Party fee of 10 USD |
Note: Encouragement for members across all categories to voluntarily contribute higher-than-standard Party fees, needing the agreement of the Party cell.
Communist Party of Vietnam members in particularly difficult circumstances, upon request for exemption or reduction of Party fees, have their cases reviewed by the Party cell and reported to the base committee for decision.
