Do members of Communist Party of Vietnams suspended from party activities have to draft a self-assessment?
According to Item 1 Subsection A Section 2 Guideline 21-HD/BTCTW of 2019, party members not holding leadership, management positions and without serious violations or deficiencies do not have to draft a self-assessment if they fall under any of these circumstances:
II. CONTENT
A. SELF-CRITICISM AND CRITICISM
- Subjects for Review
1.1. Collectives
a) At the Central Level
- Politburo, Secretariat of the Central Communist Party; Standing Committee of the Party Committee directly under the Central, party delegation, party organization in charge of leading party organizations at the central level.
- Permanent Committees of the Ethnic Council; permanent committees of the National Assembly, the leadership of agencies under the Standing Committee of the National Assembly.
- Leadership collectives: Office of the President, Office of the Government of Vietnam, Office of the National Assembly; public service providers at the Central Level (Nhan Dan Newspaper, Communist Review, Voice of Vietnam Radio, Vietnam Television, Vietnam News Agency, Ho Chi Minh National Academy of Politics, Vietnam Academy of Social Sciences, Vietnam Academy of Science and Technology, Vietnam National University, Hanoi, Vietnam National University, HCMC, National Political Publishing House - Truth); agencies and units of the Communist Party, State, Vietnam Fatherland Front, and political-social organizations at the Central Level; state-owned enterprise groups, corporations, and state entreprises.
- Other leadership, management collectives at central committees, ministries and central authorities determined by the Central Party Committee, party delegation, party organization directly under the Central.
b) At the Local Level
- Standing Committees at provincial, district levels, and equivalent; grassroots party committee; party delegation, party organization, leadership collectives of offices providing consultation and assistance to the provincial, district party committees.
- Other leadership and management collectives at provincial, district levels and grassroots, specified by provincial committees, city committees directly under the Central.
1.2. Individuals
- Party members within the whole Communist Party (except members exempt from work and party activities, members suspended from party activities). For those members suspended from the executive committee, self-assessment is still required.

Thus, according to the above regulations, members of Communist Party of Vietnams suspended from party activities are not required to draft a personal self-assessment.
Is the subsistence allowance a basis for CPV membership fee payment?
According to Section 1 Part B of the regulations on party fee policies issued with Decision 342/QD-TW of 2010 which stipulates the basis for party fee payment of members of Communist Party of Vietnams as follows:
- Salary;
- Certain allowances;
- Wages;
- Subsistence allowance;
- Other income.
Thus, according to the above regulation, income from the subsistence allowance is a basis for CPV membership fee payment.
