What Are the Current Regulations on Party Membership Fees for Party Members?

According to Section 1, Part B of the regulations on party membership fees issued with Decision 342/QD-TW 2010, there are specifications regarding the subjects and monthly party fee payments. To be specific:

The monthly income of party members used to calculate membership fees includes: salary, certain allowances; wages; living expenses; other incomes. members of Communist Party of Vietnam who can determine their regular income will pay membership fees as a percentage (%) of their monthly income (not yet deducting personal income tax); for members who cannot determine their income, a specific monthly payment amount is prescribed for each type of subject.

members of Communist Party of Vietnam in administrative offices, political-social organizations, armed forces units Pay a monthly party fee equivalent to 1% of salaries, allowances, wages, and living expenses
members of Communist Party of Vietnam receiving social insurance salaries Pay a monthly party fee equivalent to 0.5% of the social insurance salary
members of Communist Party of Vietnam working in enterprises, public service providers, economic organizations Pay a monthly party fee equivalent to 1% of salaries, wages, and other incomes from the unit's wage fund
Other members of Communist Party of Vietnam in the country (including agricultural and rural members, student members, etc.) Pay a party fee from 2,000 VND to 30,000 VND/month. For members beyond working age, the fee is 50% of that for working-age members.
members of Communist Party of Vietnam studying, working abroad:  
(1) members of Communist Party of Vietnam working in Vietnam's overseas representation agencies; members as scholarship recipients under agreements sponsored by foreign countries or funded by the state budget Pay a party fee equivalent to 1% of their monthly living expenses.
(2) members of Communist Party of Vietnam studying abroad at their own expense; members working abroad; members going abroad with families, independent workers Pay a monthly party fee from 2 to 5 USD
(3) members of Communist Party of Vietnam who are owners or co-owners of businesses, trade zones, service shops Pay a minimum monthly party fee of 10 USD
members of Communist Party of Vietnam in particularly difficult circumstances If there is a request for exemption or reduction of membership fees, it will be considered by the party cell and reported to the grassroots Party committee for decision.

Note: Party members from all the above subjects are encouraged to voluntarily pay higher membership fees than prescribed but must be approved by the party cell.

How Is Collected Party Membership Fee Allocated and Submitted?

According to Subsection 1, Section 2, Part B of Decision 342-QD/TW 2010, there are regulations on the allocation and submission of collected party membership fees. To be specific:

- In the country:

+ Direct subordinate party cells of grassroots party committees retain 30% to 50%, submitting 50% to 70% to the superior Party committee.

+ Grassroots party organizations in communes, wards, and commune-level towns retain 90%, submitting 10% to the superior Party committee.

+ Other Communist Party organizations retain 70%, submitting 30% to the superior Party committee.

+ Upper-level associations retain 50%, submitting 50% to the superior Party committee.

- Abroad:

+ Subordinate party cells of overseas Party committees retain 30%, submitting 70% to the superior Party committee. Host nation Party committees retain 50%, submitting 50% to the Overseas Communist Party committee.

+ Party membership fees collected abroad are submitted 100% to the Central Communist Party Office.

- Party committees directly under provincial or municipal party committees submit 50% to the financial agency of the provincial or municipal party committees. Central affiliated block party committees, the Central Military Communist Party, and the Central Public Security Communist Party retain 50%, submitting 50% to the Central Communist Party Office.
