Vietnam issues Regulation 264-QD/TW 2025 amending Regulation 69 of 2022 on discipline for organizations and members of Communist Party of Vietnam

On February 14, 2025, the Central Executive Committee of the Communist Party promulgated Regulation 264-QD/TW in 2025 to amend and supplement certain articles of Regulation 69-QD/TW, dated July 6, 2022, by the Politburo regarding the discipline of party organizations and members in violation.

Regulation 264-QD/TW in 2025 amends and supplements Articles 6, 11, 17, 39 of Regulation 69-QD/TW specifically as follows:

(1) Amend and supplement Point e, Clause 1, Article 6 of Regulation 69-QD/TW 2022 as follows:

"e) Knowing but failing to prevent or allowing officials and CPV members under direct management to engage in corruption, wastefulness, negative conduct causing serious consequences."

(2) Amend and supplement Point e, Clause 2, Article 11 of Regulation 69-QD/TW 2022 as follows:

"e) Shielding, not handling, improperly handling, or not recommending for handling CPV members who engage in position-buying, power-buying, corruption, wastefulness, negative conduct, usage of illegal diplomas, certificates, certifications."

Vietnam: What is the CPV membership fee for CPV members in 2025?

Based on Section 1, Part B of the Regulation on party fee policies issued together with Decision 342/QD-TW 2010, which regulates the subjects and monthly CPV membership fees. Specifically:

CPV members' monthly income for party fee calculation includes: salaries, certain allowances; wages; living allowances; other income. CPV members who can determine regular income pay party fees as a percentage (%) of monthly income (excluding personal income tax deductions); members who cannot determine their income specify a monthly fee for each subject.

Subject to Fee Payment Monthly CPV membership fee
CPV members in administrative agencies, socio-political organizations, armed forces units Monthly party fee of 1% of salary, allowances, wages, living allowances
CPV members receiving social insurance salaries Monthly party fee of 0.5% of social insurance salary
CPV members working in enterprises, public service providers, economic organizations Monthly party fee of 1% of salary, wages, and other income from unit's wage fund
Other CPV members within the country (including agricultural, rural members, student members...) Monthly party fee from 2,000 VND to 30,000 VND. For non-working age members, the fee is 50% of working age members.
CPV members living, studying, working abroad:  
(1) CPV members working at representative offices of Vietnam abroad; members who are international students under agreements funded by foreign countries or sponsored by the state budget Monthly party fee of 1% of monthly living expenses.
(2) Independent study-abroad CPV members; members in labor export; members following family, members in independent livelihoods Monthly party fee from 2 to 5 USD
(3) CPV members who are owners or co-owners of businesses, commercial zones, service shops Minimum monthly party fee of 10 USD
CPV members in special difficult circumstances If a request for exemption or reduction is submitted, the party cell considers, reports to the primary party committee for decision.

Note: Members from all the above categories are encouraged to voluntarily pay more than the stipulated fee, subject to party cell consent.

What are 04 cases of CPV member expulsion in 2025 according to Regulation 232?

Based on Article 8 of Regulation 232-QD/TW 2025, regulating four cases of CPV member expulsion from the list as follows:

expulsion of CPV members and Resolution of Complaints Regarding expulsion

8.1. expulsion of CPV members.

The party cell considers and proposes to the competent committee to decide on expulsion from the CPV member list in the following cases: CPV members abandoning party activities or not paying party fees for three months of the year without justifiable reasons; members voluntarily return or destroy their CPV membership cards; members with decreased determination, not fulfilling member duties, have been educated by the party cell but show no progress after 12 months; members violating CPV member conduct for two consecutive years; members not meeting political standards as prescribed by the Politburo.

Thus, the four cases of CPV member expulsion from the list in 2025 according to Regulation 232 include:

(1) CPV members abandoning party activities or not paying party fees for three months of the year without justifiable reasons;

(2) CPV members voluntarily returning or destroying their membership cards;

(3) CPV members with decreased determination, not fulfilling member duties, educated by the party cell but show no progress after 12 months; violating conduct for two consecutive years;

(4) CPV members not meeting the political standards as prescribed by the Politburo.
