Resolution 177 in 2025: What are regulations on the structure and quantity of members of the Government of Vietnam for the 15th National Assembly?
On February 18, 2025, the National Assembly passed Resolution 177/2025/QH15 concerning the structure and quantity of members of the Government of Vietnam for the 15th National Assembly.
Resolution 177 in 2025 takes effect as soon as it is voted on by the National Assembly.

According to Article 1 of Resolution 177/2025/QH15, the structure and number of members of the Government of Vietnam for the 15th National Assembly are stipulated clearly to include 25 members. Specifically:
- Prime Minister of the Government of Vietnam;
- 07 Deputy Prime Ministers of the Government of Vietnam;
- 14 Ministers of the Ministries: National Defense; Public Security; Foreign Affairs; Home Affairs; Justice; Finance; Industry and Trade; Agriculture and Environment; Construction; Culture, Sports and Tourism; Science and Technology; Education and Training; Health; Ethnicity and Religion;
- 03 Heads of the Ministry-equivalent agencies: Governor of the State Bank of Vietnam; Chief Government Inspector; Minister, Head of the Office of the Government of Vietnam.

What are duties and powers of the Government of Vietnam in economic management and development?
Based on Article 8 of the Law on Government Organization 2015, it provides the regulations on the duties and powers of the Government of Vietnam in economic management and development as follows:
- Unifying the state management of the national economy, promoting the development of a socialist-oriented market economy; ensuring macroeconomic stability and the major balances of the economy; consolidating and developing the state economy; promoting regional economic linkages; leveraging the potential of various economic components and social resources for rapid and sustainable national economic development.
- Building and organizing the implementation of a socialist-oriented market economy institution, creating an equal, competitive, and cooperative environment among subjects belonging to various economic components; establishing and fully developing all market factors and ensuring effective operation of all types of markets.
- Developing objectives, indicators, policies, and basic tasks for the country's socio-economic development to present to the National Assembly; deciding specific policies on national finance and currency, wages, and prices. Deciding, directing, and organizing the implementation of strategies, master plans, and plans for socio-economic development.
- Proposing the national budget estimate and the central budget allocation plans annually to the National Assembly; finalizing the state budget, and concluding the national important programs and projects investment policies as decided by the National Assembly; organizing and managing the state budget implementation as per the resolution of the National Assembly. Reporting to the National Assembly on the state financial situation, fiscal risks associated with ensuring the sustainability of the budget and public debt safety.
- Deciding specific policies to implement industrialization, modernization, and international economic integration, developing agriculture and building new rural areas.
- Implementing the function of owner representation for public assets owned by the entire population, performing the ownership function of state capital in state-invested enterprises per legal regulations. Unifying the management and efficient use of national resources; unifying the management of the use of the state budget and other public assets, and implementing financial policies per legal regulations in state agencies; implementing policies on thrift practice and anti-waste.
- Unifying the management of international economic integration activities based on leveraging the country’s internal strengths, developing various economic cooperation forms with countries, territories, and international organizations on the principle of respecting independence, sovereignty, and mutual benefit, supporting and promoting domestic production. Deciding specific policies to encourage businesses in all economic components. Actively and proactively integrating internationally in economics; encouraging foreign investment and facilitating overseas Vietnamese to invest back in the country.
What tasks does the Ministry of Finance assist the Government of Vietnam with beyond tax administration?
According to Clause 1, Article 15 of the tax administration Law 2019, the Ministry of Finance is the lead agency assisting the Government of Vietnam in unifying state management concerning tax administration, with the following duties and powers:

- The Ministry of Finance is the lead agency assisting the Government of Vietnam in unifying state management regarding tax administration, with the following duties and powers:
a) Issue legal documents on tax administration under its authority or submit them to competent authorities for issuance;
b) Organize the implementation of tax administration as per the provisions of this Law and other relevant legal regulations;
c) Organize the formulation and implementation of the state budget revenue estimate;
d) Organize inspections and audits of the implementation of tax law and other relevant legal regulations;
đ) Handle violations of the law and resolve complaints and denunciations related to the implementation of tax law within its authority;
e) Organize international cooperation in tax;
g) Coordinate with the Ministry of Planning and Investment and relevant Ministries in guiding the independent appraisal of the value of machinery, equipment, and technology lines according to the Law on Investment.

Thus, beyond organizing tax administration, the Ministry of Finance assists the Government with the following tasks:
- Directing, organizing, and managing the implementation of state accounting and statistical work.
- Issuing or submitting legal documents on tax administration under its authority for issue by competent authorities;
- Organizing the formulation and implementation of state budget revenue estimates;
- Organizing inspections and audits of the implementation of tax law and other relevant legal regulations;
- Handling legal violations and resolving complaints and denunciations related to the implementation of tax law within its authority;
- Organizing international cooperation in tax;
- Coordinating with the Ministry of Planning and Investment and relevant Ministries in guiding the independent appraisal of the value of machinery, equipment, and technology lines according to regulations.
