On February 18, 2025, the National Assembly of Vietnam passed Resolution 179/2025/QH15, which stipulates the number of members of the Standing Committee of the 15th National Assembly of Vietnam.

According to Article 1 of Resolution 179/2025/QH15, the number of members of the Standing Committee of the 15th National Assembly of Vietnam is 19, comprising:

- The Chairperson of the National Assembly of Vietnam;

- 06 Vice Chairpersons of the National Assembly of Vietnam;

- 12 Members of the Standing Committee of the National Assembly of Vietnam.

Note:

- Resolution 179/2025/QH15 takes effect immediately upon being adopted by the National Assembly of Vietnam, that is, on February 18, 2025.

- Resolution 179/2025/QH15 dated July 20, 2021, on the number of members of the Standing Committee of the 15th National Assembly of Vietnam ceases to be effective from the date Resolution 179/2025/QH15 comes into effect.

What are the position, functions, organizational structure, and operational principles of the Standing Committee of the National Assembly of Vietnam?

Based on Article 44 of the Law on the Organization of the National Assembly of Vietnam 2014, as amended and supplemented by Clause 5, Article 1 of the amended Law on the Organization of the National Assembly of Vietnam 2020, the position, functions, organizational structure, and operational principles of the Standing Committee of the National Assembly of Vietnam are stipulated as follows:

- The Standing Committee of the National Assembly of Vietnam is a standing body of the National Assembly of Vietnam.

- The Standing Committee of the National Assembly of Vietnam comprises the Chairperson of the National Assembly of Vietnam, the Vice Chairpersons of the National Assembly of Vietnam, and Members of the Standing Committee of the National Assembly of Vietnam with the Chairperson of the National Assembly of Vietnam serving as the President and the Vice Chairpersons as Vice Presidents. Members of the Standing Committee are full-time National Assembly of Vietnam deputies and are not concurrently members of the Government of Vietnam. The number of Vice Chairpersons of the National Assembly of Vietnam and members of the Standing Committee is decided by the National Assembly of Vietnam.

- The term of the Standing Committee begins when it is elected by the National Assembly of Vietnam and ends when the new term’s Standing Committee is elected.

- The Standing Committee works according to collective principles and decides by majority. Ordinances and resolutions of the Standing Committee are adopted when more than half of its total members vote in favor.

- At the year-end session of the National Assembly of Vietnam, the Standing Committee submits its work report to National Assembly of Vietnam deputies. At the final session of each term, the Standing Committee presents its term work report for the National Assembly of Vietnam's review and discussion.

Does the Standing Committee have the authority to stipulate subjects eligible for a reduction in court fees?

Based on Clause 2, Article 10 of the Law on Fees and Charges 2015 the following is stipulated:

Exemption and reduction of fees and charges

  1. Subjects eligible for fee and charge exemptions and reductions include children, poor households, the elderly, the disabled, people with contributions to the revolutionary cause, and ethnic minority communities in areas with extremely difficult socio-economic conditions, and some special subjects as prescribed by law.
  1. The Standing Committee of the National Assembly of Vietnam stipulates specific subjects eligible for court fee and charge exemptions and reductions.
  1. The Government of Vietnam stipulates specific subjects eligible for exemptions and reductions for each kind of fee and charge under its authority.
  1. The Minister of Finance, and the People's Council at the provincial level stipulate specific subjects eligible for exemptions and reductions for each kind of fee and charge under its authority.

According to the above regulations, the Standing Committee of the National Assembly of Vietnam has the authority to stipulate specific subjects eligible for reductions in court fees.

Based on Section A, List of Court Fees, and Charges issued with Resolution 326/2016/UBTVQH14, the court fee rates are stipulated as follows:
