Pursuant to Article 6 of Decree 156/2024/ND-CP (the document effective from January 1, 2025), the starting price of a license plate put up for auction is as follows:

Starting price of a license plate for auction

  1. The starting price of an automobile license plate put up for auction is 40 (forty) million VND, increasing once every three years starting from January 1, 2025, with each increase of 5 (five) million VND.
  1. The starting price of a motorcycle, moped license plate put up for auction is 5 (five) million VND, increasing once every three years starting from January 1, 2025, with each increase of 1 (one) million VND.
  1. The starting price of a license plate with the format AAAAA (A>4), ABCDE (A<B<C<D<E, A>4) put up for re-auction after the second time is 500 (five hundred) million VND for automobile license plates and 50 (fifty) million VND for motorcycle, moped license plates.

Thus, from January 1, 2025, the starting price of a license plate put up for auction is 40 (forty) million VND, increasing once every three years starting from January 1, 2025, with each increase of 5 (five) million VND.

What are regulations on the collection, submission of auction-winning proceeds, and expenditures for auction activities before submission to the state budget in Vietnam be from January 1, 2025?

Pursuant to Article 24 of Decree 156/2024/ND-CP on the collection, submission of auction-winning proceeds, and expenditures for auction activities before submission to the state budget as follows:

(1) The Ministry of Public Security is tasked to open a specialized collection account at banks, foreign bank branches to collect the auction-winning proceeds.

(2) The expenditures for auction activities before submission to the state budget include:

- Auction organization costs (auction service fees, auction costs paid to asset auction practicing organizations as prescribed in Clause 2, Article 10 of Decree 156/2024/ND-CP, messaging costs, invoice costs, costs for inquiry responses during auction organization and other legitimate expenses);

- Advertising expenses;

- Management costs of the License Plate Auction Management System.

(3) The proceeds from license plate auctions after deducting expenses for auction activities (hereinafter referred to as auction sale proceeds) and any accrued interest on the specialized collection account balance of the Ministry of Public Security are declared, submitted, and finalized with the tax authority. The tax authority manages the declaration, submission, and finalization of this revenue in accordance with tax management legal regulations.

- No later than the 20th of each month, the Ministry of Public Security (or the agency assigned by the Ministry to manage the collection, submission of auction sales) declares, submits the auction sale proceeds collected in the previous month to the tax authority (according to Form No. 02 issued with Decree 156/2024/ND-CP). The Ministry of Public Security (or the agency assigned by the Ministry to manage the collection, submission of auction sales) finalizes the auction sale proceeds annually (according to Form No. 03 issued with Decree 156/2024/ND-CP) in accordance with tax management legal regulations;

- The total auction sale proceeds are submitted entirely to the central budget;

- Any accrued interest (if any) on the specialized collection account balance of the Ministry of Public Security at banks, foreign bank branches must be submitted entirely to the central budget, along with the auction sale proceeds collected in the month of occurrence.

What is the registration fee rate for vehicles with special license plates in Vietnam?

Pursuant to Clause 5, Article 8 of Decree 10/2022/ND-CP, the registration fee rate for vehicles with special license plates is regulated as follows:

The registration fee rate for automobiles, trailers or semi-trailers pulled by automobiles, and other similar types of vehicles is 2%, except for the following cases:

- Passenger cars with up to 9 seats (including pick-up cars): submit the first registration fee at a rate of 10%. If a higher rate needs to be applied to fit the actual conditions of each locality, the Provincial or Municipal People's Council decides to adjust the increase, but not exceeding 50% of the common rate of 10%.

- Pickup trucks with a permissible carrying load of less than 950 kg and up to 5 seats, VAN trucks with a permissible carrying load of less than 950 kg submit the first registration fee at a rate equal to 60% of the first registration fee for passenger cars with up to 9 seats.

- Battery electric cars:

+ Within 3 years from the effective date of this Decree: submit the first registration fee at a rate of 0%.

+ In the following 2 years: submit the first registration fee at a rate equal to 50% of the rate for gasoline, diesel cars with the same number of seats.

+ Types of automobiles stipulated in points a, b, c, Clause 5, Article 8 of Decree 10/2022/ND-CP: submit the second and subsequent registration fees at a rate of 2% and applied uniformly nationwide.

Additionally, based on the type of vehicle recorded in the Certificate of Technical Safety and Environmental Protection Quality issued by the Vietnamese registry agency, the tax authority will determine the registration fee rate applicable to automobiles, trailers, or semi-trailers pulled by automobiles, and other similar vehicles.
