People when carrying out administrative procedures will have the authority to extract information through QR codes in Vietnam. Therefore, what should you do when the QR code on your citizen ID card cannot be scanned?

According to Clause 1, Article 23 of Vietnam's Law on Citizen's Identity 2014, A citizen’s identity card shall be renewed in the following cases:

- When a citizen reaches full 25 years, full 40 years and full 60 years;

- The card is damaged and unusable;

- Change of family name, middle name, first name and characteristics for identification of the card holder;

- Gender re-assignment or native place re-determination;

- There is incorrect information in the citizen’s identity card;

- Upon request of the card holder.

Thus, if the QR code on the Citizen ID card with the chip is so blurred or scratched that it cannot be scanned or used anymore, people should change the Citizen ID card to enjoy the maximum benefits.

Procedures for renewing the Citizen ID card in Vietnam

Step 1: Citizens fill in the Citizenship Identification Declaration form at the Social Order Administration Police Team, the District Police, or at the District-level Receiving and Returning Department (if implemented) or declare the electronic declaration on the online public service website.

Step 2: The officer who receives the application file for the issuance of a citizen identification card at the citizen identification management agency checks and compares the citizen's information in the citizen identification declaration (if the citizen declares online, it is received via a barcode reader or information acquisition device into the system) with information in the National Population Database that has been connected to the Citizen Identity Database to accurately identify the person who needs to be issued a card and to unify the content of the information about the citizen.

If the National Population Database has not been put into operation, citizens are required to present their household registration number.

In the event that the information on the household registration number is incomplete or inconsistent with the citizen's information declared on the Citizen ID card declaration, the citizen is required to present the birth certificate and old ID card or other legal documents about the information to be recorded in the Citizen ID card Declaration.

If the citizen meets the conditions and procedures, the Citizen ID card management agency officer takes a photo, collects fingerprints, and ID characteristics of the person who comes to carry out the procedures for the issuance of a Citizen ID card. The officer then prints that information on the Citizen ID card Information Receipt Form and Citizen ID card according to regulations.

Citizen ID card management agency staff collect citizens' fingerprints through fingerprint receivers. In the event a finger is amputated, clubbed, deformed, or fingerprint cannot be obtained, specific content shall be recorded in the corresponding position of that finger.

Step 3: The Citizen ID card management agency officer issues an appointment letter to return the Citizen ID card to the person who comes to carry out the procedures.

The agency where the application is received shall issue a Certificate of ID number, return the Citizen ID card and household registration number (if any) according to the time and place stated in the appointment letter.

Note: The place to pay for the Citizen ID card is the same place to carry out the card issuance procedures. If the citizen requests to return the card at another location, the citizen shall specify the address of the place of card payment in the Citizen ID card declaration. The agency where the application is received returns the Citizen ID card at the location requested by the citizen to ensure it is on time, and the citizen must pay the delivery service fee as prescribed.

In addition, people who do not change the Citizen ID card with a chip when they are required to change the Citizen ID card according to regulations can be warned or fined up to 500,000 VND according to Article 10 of Vietnam's Draft Decree replacing Vietnam's Decree 167/2013/ND-CP.
