A warning or a fine ranging from 300.000 VND to 500.000 VND

(In current regulations, the penalty is just  a warning or a fine ranging from 100.000 VND to 200.000 VND)

- Clause 1 Article 9 of the Decree No. 167/2013/NĐ-CP

Failure to comply with regulations of law on issuance, replacement, reissuance of the citizen identity card

Failure to return the ID card or citizen identity card to:

- The competent authority upon renunciation, loss of the Vietnamese nationality or cancellation of the decision to grant the Vietnamese nationality; 

- The authority that executes the detention order, sentences including imprisonment, compulsory education in a reform school, correctional institution or rehabilitation center.

Appropriating, using another person's ID card or citizen identity card or ID number certificate (No provision on appropriating according to the current Vietnamese law)

A fine ranging from 1.000.000 VND to 2.000.000 VND

(This penalty is the same as penalty of the current regulations)

Erasing, chancing or otherwise falsifying the ID card or citizen identity card or ID number certificate (No provision on otherwise falsifying according to the current Vietnamese law)

Destroying, deliberating damaging the ID card or citizen identity card or ID number certificate (No provision on this issue according to the current Vietnamese law)

Committing perjury, making, using forged documents or data, providing false information or documents in order to be granted an ID card or citizen identity card or ID number certificate

A fine ranging from 2.000.000 VND to 4.000.000 VND

(This penalty is the same as penalty of the current regulations)

Forging the ID card or citizen identity card or ID number certificate; but not liable to criminal prosecution

A fine ranging from 4.000.000 VND to 6.000.000 VND

(According to the current provisions:

- Renting, borrowing or leasing or lending the identity card to others to perform acts in contradiction with regulations of law shall face a fine ranging from 1.000.000 VND to 2.000.000 VND;

- Forging and using fake identity cards shall face a fine ranging from 2.000.000 VND to 4.000.000 VND.)

Using a forged ID card or citizen identity card or ID number certificate
