Vietnam: 05 ways to pay traffic violation fines that everyone should know

Administrative violations of road traffic safety are common nowadays. So, where shall sanctioned persons go to pay the fine? Instead of going to the State Treasury, let's refer to other methods of paying fines in this article.

According to Article 10 of Decree No. 81/2013/NĐ-CP of Vietnam’s Government amended by Decree No. 97/2017/NĐ-CP, forms of payment of traffic violation fines include:

Direct payment at the State Treasury: The sanctioned person shall pay directly at the State Treasury as stated in the sanctioning decision. However, besides going to the headquarters of the State Treasury, violating individuals and organizations can transfer money to the State Treasury account according to the information recorded in the sanctioning decision.

Direct payment at commercial banks where the State Treasury authorized to collect fines: Commercial banks authorized by the State Treasury to collect are written in the sanctioning minutes, some of which can be named such as: Vietcombank, Vietinbank, BIDV, Agribank and MB; etc.

Direct payment to the person with sanctioning authority: Note that this only applies in the following cases:

+ In case of administrative penalty, no record is made (Applicable in case of warning or fine of up to VND 250,000 for individuals, VND 500,000 for organizations and the person with sanctioning authority must issue a decision to sanction administrative violations on the spot).

+ In remote, border, or mountainous areas where travel is difficult, individuals and organizations that are sanctioned can pay the fine to the person with sanctioning authority.

Payment via the postal service system:

According to the Resolution No. 10/NQ-CP dated 2016, effective from February 04, 2016, the Government of Vietnam officially allows "the service of collecting and paying fines for administrative violations and delivering temporary documents to people fined for administrative violations in the field of road traffic nationwide through postal system".

Online payment via the National Public Service Portal:

From July 01, 2020, the National Public Service Portal has integrated the service of paying fines for administrative violations in the field of road traffic. Therefore, in addition to the above mentioned forms of fine payment, currently, people can also pay traffic violation fines online on the National Public Service Portal. At that time, the Traffic Police relied on fine receipts to return documents to people by post.
