As stated in Decision 3248/QD-TLD of 2021 approving the Project on strengthening drug prevention for workers in industrial parks and export processing zones in Vietnam for the 2021-2025 period, issued by the Vietnam General Confederation of Labor.

Project on strengthening drug prevention for workers in industrial parks in Vietnam

The solutions for implementing the Project on strengthening drug prevention for workers in industrial parks and export processing zones in Vietnam for the 2021-2025 period are as follows:

1. Strengthen the direction of drug prevention and control tasks in industrial parks

- Annually include the content of crime prevention, drug prevention, and social evils prevention in the work program to direct the entire system implementation, focusing on industrial parks. Assign a leader at various levels of the labor union to be directly responsible for directing this work content.

- Enhance the roles and responsibilities of enterprises in preventing and stopping employees under their management from violating drug prevention laws; mobilizing community and enterprise strength, encouraging employers and employees to participate in drug prevention activities and movements; using the effectiveness of drug prevention work at agencies and units as an evaluation, and ranking criterion.

- Implement measures against drugs; combine with HIV/AIDS prevention and other social evils prevention.

2. Enhance the effectiveness of propaganda, prevention, and education on drug prevention

- Intensify and continuously diversify the content and forms to serve the propaganda and education on drug prevention. Focus on social prevention, emphasizing prevention right at the grassroots, targeting high-risk labor groups. Effectively utilize local media, the conveniences of social networks (Zalo, Facebook), with clear, memorable, and actionable content and messages. Organize drug prevention communication campaigns, especially in industrial parks, export processing areas, where large industrial workforce gathers.

- Organize propaganda efforts to urge officials, public employees, and workers to strictly adhere to the Law on Drug Prevention and Control. Regularly update and disseminate information to workers about the harms of drugs, methods, tricks of criminals, causes, and conditions of drug crime emergence, creating resistance to actively prevent drugs from entering workers' lives, particularly for a correct understanding of the dangers and harms of synthetic drugs.

- Always proactively grasp the situation of workers from an early stage, from afar, and from the foundation, understanding issues from the nascent stage of security and order complexities, and the impact of drug addiction on workers' lives... to promptly implement protective measures for workers. Encourage enterprises to actively participate in anti-drug activities among workers.

3. Initiate the movement “Workers, public employees, and laborers participate in crime, drug, and social evils prevention”

Initiate the movement “Officials, public employees, and workers participate in crime, drug, and social evils prevention,” promoting a spirit of vigilance and uncompromising struggle against crime and social evils. Urge and remind union officials, members, workers, public employees, and laborers to detect and report to authorities or the Police about criminal entities, drug selling, organizing illegal drug use locations; encourage workers, especially in mountainous, border areas, ethnic minority regions, not to cultivate plants containing drugs or participate in illegal drug trafficking and transportation.

- Concentrate on building and launching movements in key areas, industrial parks, export processing zones, complex security and order areas, major cities, and border lines, where a diverse migrant labor force gathers. Develop the movement towards socialization with the principle of self-protection, self-management, and self-defense down to each agency, unit, enterprise, and worker accommodation.

- Annually construct programs and action plans on drug prevention; during the Month of Action Against Drugs (June) and International Day Against Drug Abuse and Illicit Trafficking, and the National Day Against Drugs (June 26), organize and launch drug prevention programs among officials, public employees, and workers ensuring meaningful and effective measures that suit specific conditions of each field and locality, creating impacts with a wide reach in the community and engaging a large number of workers to directly participate.

- Closely integrate the movement "Workers, public employees, and laborers participate in crime, drug, and social evils prevention" with the implementation of patriotic emulation movements among workers, public employees, and laborers and activities to protect and care for the benefits of union members and workers. Effectively mobilize all resources to support social welfare work, practically taking care of workers' lives; support production development, vocational training, job introduction; consolidate, educate, and assist law violators to reintegrate into the community.

4. Build, consolidate, and expand creative, effective models in crime, drug, and social evils prevention

- Develop, maintain, and expand advanced models, creative, effective practices of various levels of unions and workers, public employees, and laborers in crime, drug, and social evils prevention suitable for different areas, localities, and tasks of each agency, unit, enterprise.

- Focus on creating self-managed, self-preventive, and self-defensive models on security and order from families, worker lodgings, in each agency, unit, enterprise. Organize for officials, members, workers, public employees, and laborers to sign commitments to build neighborhoods, agencies, units, enterprises "Safe from security and order", free of crime, drugs, and social evils.

- Build communication and security order models in concentrated industrial parks; reinforce cultural, sports activities creating playgrounds that help workers stay away from drugs and social evils.

5. Regularly cooperate with Police, Labor - Invalids and Social Affairs sectors in drug and social evils prevention work

- Focus on cooperation with relevant agencies such as the Police, Labor - Invalids and Social Affairs to implement drug prevention, social evils, and other law violations control among workers.

- Effectively implement the Coordination Regulation between the Vietnam General Confederation of Labor and the Ministry of Public Security in ensuring security and order.

- Emphasize inspection and evaluation of crime, drug, and social evils prevention among workers in industrial parks.
