Instructions for issuing regular passports with chips in Vietnam (central-level)

Regarding this issue, LawNet would like to answer as follows:

Decision 7643/QD-BCA in 2021 announcing newly issued, amended, and replacing administrative procedures in the field of immigration management under the jurisdiction of the Ministry of Public Security of Vietnam.

Thus, the procedures for issuance of regular passports with electronic chips at the central level are as follows:

1. Application for issuance of regular passports with electronic chips in Vietnam

- 01 application form for an regular passport (form TK01) issued together with Circular 73/2021/TT-BCA dated June 29, 2021 of the Ministry of Public Security.

For people who have lost their civil act capacity and who have difficulties in perception and behavior control, a declaration made and signed on behalf of the legal representative, certified by the police of the commune, ward, or township where that person permanently or temporarily resides, and affixed with a photo border seal;

- 2 recent photos taken within the last 6 months, 4 cm x 6 cm in size, face straight, head bare, face clear, ears clear, no glasses, polite clothes, white background;

- The person who has been granted a passport's most recent regular passport; in case of loss of passport, there must be a written report of loss of passport or notice of receipt of the application from a competent agency, as specified in Article 28 of the Law on Exit and Entry of Vietnamese Citizens;

- A photocopy of the ID card or citizen identification card, in case personal information has changed since the last issued passport.

- A certified true copy of a document issued by a competent Vietnamese agency proving the lawful representativeship of a person who has lost civil acting capacity or has difficulty with perception or behavior control; if the photocopies are not authenticated, the originals must be presented for verification and comparison.

Note: The cases specified in Clause 4, Article 15 of the Law on Exit and Entry of Vietnamese citizens who apply for an regular passport in the country for the first time at the Immigration Department must supplement one of the following documents:

- The hospital's recommendation or proposal for medical examination and treatment in another country;

- Documents identifying relatives living abroad who have been involved in accidents, diseases, or deaths;

- A written request from the agency in charge of the cadres, civil servants, public employees, officers, non-commissioned officers, professional soldiers, armed forces employees, and people working in cipher organizations;

- Supporting documents for other humanitarian and urgent cases.

2. Order of issuance of regular passports with electronic chips in Vietnam 

Step 1: Prepare documents according to the provisions of law.

Step 2: Submit your application

- The applicant for an regular passport with an electronic chip attached for the second time, or for the first time if he or she falls into one of the cases specified in Clause 4 and Article 15 of the Law on Exit and Entry of Vietnamese Citizens, shall submit dossiers directly to one of the Immigration Department's two working offices - Ministry of Public Security:

+ Number 44-46 Tran Phu street, Ba Dinh district, Hanoi city.

+ Number 333-335-337 Nguyen Trai Street, District 1, Ho Chi Minh City.

When submitting the application, you must present your identity card, citizen identification card, or valid passport.

- Immigration officers receive dossiers, check the legality and contents of dossiers; take photos, and collect fingerprints of applicants for passports with electronic chips attached for the first time.

+ If the application is complete and valid, an appointment letter will be issued to the applicant for an regular passport; request fee payment to the fee collector. The fee-collecting officer shall collect the money and hand over the payment receipt to the applicant for an regular passport.

+ If the application is incomplete or invalid, the officer who receives it will assist the applicant for an regular passport in completing the application.

- An applicant for an regular passport can request to receive the results by postal service and must pay a delivery service fee.

- Document delivery times: Monday through Saturday mornings (except New Year's Day, which is a public holiday).

Step 3: Get the result

- The applicant for a regular passport will receive the results directly from the Immigration Department of the Ministry of Public Security. When you come to receive the results, bring the appointment letter to return the results, the payment receipt, and your identity card, citizen identification card, or valid passport.

- In case an regular passport has not been issued, a written reply clearly stating the reason.

- In case of requesting to receive results via postal service, follow the instructions of the postal service provider.

- Time to return results: From Monday to Friday every week (except Tet and public holidays).

3. Guidelines for procedures for issuing regular passports with electronic chips in Vietnam 

Filling out an application form for an regular passport in the country through online public service portals, then directly submitting the application and receiving the results, or requesting to receive the results via the public postal service.
