The purpose of the plan is to create a strong shift in awareness and enhance the responsibility of trade union levels, officials, public employees, and employees in the work of protecting, caring for, and educating children in Vietnam.

Strengthening the activities of trade union levels to increasingly better care for children who are the offspring of civil servants and employees in all aspects. The organization of activities must be practical, effective, focused, and avoid waste.

The main tasks and solutions to implement the National Action Program for Children for the period 2021-2030 among workers, public employees, and employees are guided by the Vietnam General Confederation of Labor as follows:

- Enhance communication work to continue raising the awareness of trade union officials and workers, public employees, and employees about the Communist Party's directives, and the state's legal policies on children's protection, care, and education; specific goals and targets of the National Action Program for Children for the period 2021-2030.

- Regularly consolidate, strengthen, and improve the quality of activities of the Women's Public Committee of trade unions at all levels, especially the Women's Committee at industrial parks, export processing zones; continue to innovate the content and methods of activities, focus on researching and developing effective models in caring for, protecting legitimate rights and interests for female employees and children. Research to build and expand models to care for and support single mothers who are raising young children, study improvements to expand the "summer camp for the children of employees" model.

- Strengthen the direction and guidance of trade union levels on the implementation of objectives and targets of the Plan through building specific programs and plans annually on children's work; ensure the integration of children's objectives and targets for the children of workers, public employees, and employees in the annual work program and throughout the union's term and determine specific mechanisms and resources for implementation.

- Perform well in the work of caring for and protecting the legitimate rights and interests of workers, public employees, and employees; participate in building and advocating for legal policies related to female employees and children, especially policies on wages, social insurance, health insurance, unemployment insurance, safety, labor hygiene, housing, and nurseries, kindergartens for the children of workers, public employees, and employees.

- Effectively organize social activities among workers, public employees, and employees, creating conditions for workers, public employees, and employees in difficult circumstances to receive support in obtaining loans, developing family economy; support the children of workers, public employees, and employees who overcome difficulties in their studies, with annual support programs for children of employees suffering from serious diseases, disabilities, and those in particularly difficult circumstances...

- Increase inspection and supervision of the implementation of laws and policies on children, with a focus on supervising the implementation of Decree 105/2020/ND-CP on the policy of preschool education development, especially policies for the children of employees and preschool teachers in industrial parks.

- Strengthen cooperation work with relevant agencies in the field of child protection through specific annual coordinated programs or ad-hoc programs.
