The content mentioned in Official Dispatch 283/LDLD-VP 2023 concerning the implementation of information policies and reporting regime within the Ho Chi Minh City Trade Union system, issued by the Ho Chi Minh City Federation of Labor.

The Standing Committee of the Federation of Labor of the City requests units to implement specific information policies and reporting regime as follows:

(1) Regarding report contents

- Monthly reports: enumerate all activities organized at the unit during the month; highlighting key contents and figures of activities, including: the number of organized events, number of participants, implementation costs, etc.; planning key contents for the upcoming month.

- Quarterly, 6-month, annual reports: Synthesize and evaluate activities during the reporting period; compare the data of the reporting period with the data of the corresponding period in the previous year; identify strengths, limitations, remedial measures for limitations during the organization of activities; highlight outstanding, creative points and good practices that bring efficiency to activities; propose directions and tasks for the upcoming period; suggestions and recommendations (if any). Units are required to attach a data table of organized activities for each reporting period.

- Special and ad-hoc reports are to be prepared according to the outline or requirements of the City Federation of Labor.

Previously, Official Dispatch 1062/LDLD-VP dated December 13, 2021, provided guidance as follows:

Reports from union levels submitted to the City Federation of Labor included: monthly reports, quarterly reports, 6-month reports, annual reports, statistical reports, and ad-hoc reports.

To be specific:

+ Reports for January, February, April, May, July, August, October, December.

+ March reports are integrated into the first-quarter report;

+ June reports are integrated into the 6-month report;

+ September reports are integrated into the third-quarter report;

+ November reports are integrated into the annual report.

+ Statistical reports: Reports on periodic statistical indicators according to regulations, submitted along with the first-quarter, 6-month, third-quarter, and annual reports (sample data is attached to the official dispatch).

+ Some ad-hoc reports are per the request of the Standing Committee, Executive Committee, and specialized committees of the City Federation of Labor.

(2) Reporting deadlines

- Reports for months 1, 2, 4, 5, 7, 8, 10, 12 should be submitted before the 10th of each month;

- Reports for the first quarter, third quarter + activity data tables should be submitted before the 10th of the last month of the quarter (data calculated up to the last day of the previous month);

- Reports for the first 6 months + activity data tables should be submitted before June 5 (data calculated up to May 31);

- Annual reports + activity data tables should be submitted before November 5 (data calculated up to October 31).

(3) Form of report submission

- For Federations of Labor in Thu Duc City, districts, sectors, departments, blocks, and equivalent levels: send reports via the electronic office system (Voffice) with signatures, seals, digitally signed authentication, and soft files (Word, Excel) of reports with attached data tables.

- For grassroots unions under comprehensive management: send reports via the email of the City Federation of Labor Office (vanphongcongdoantphcm@gmail.com). Starting from July 1, 2023, units will submit reports via the electronic office system (Voffice) with signatures, seals, and soft files (Word, Excel) of reports with attached data tables.

Official Dispatch 283/LDLD-VP 2023 replaces Official Dispatch 1062/LDLD-VP dated December 13, 2021, of the City Federation of Labor.
