On October 18, 2022, the Government of Vietnam promulgated Decree 82/2022/NĐ-CP on amendments to Decree 113/2017/NĐ-CP guiding the Law on Chemicals of Vietnam.
According to the Decree, regulations on the management and use of chemicals that are industrial precursors have been supplemented as follows:
- Organizations and individuals using industrial precursors to produce other products and goods shall implement regulations prescribed in Chapter V of the Law on Chemicals of Vietnam and the following regulations:
+ There must be sufficient industrial precursor invoices, certificates of origin, information on manufacturers, importers, or providers of industrial precursors; goods received notes and goods delivery notes
+ There must be a book prepared to monitor the use of industrial precursors. A monitoring book includes:
Names of industrial precursors;
Quantity of purchased industrial precursors (imported or domestically purchased);
Quantity used and quantity in stock;
Purposes of the use of industrial precursors.
- During the process of using industrial precursors, organizations and individuals shall adopt measures to manage and control industrial precursors and take legal liability for the loss of industrial precursors.
Decree No. 82/2022/ND-CP comes into force as of December 22, 2022.
