Urgent development and issuance of standards for semiconductor microchip training programs in Vietnam

This content is mentioned in Directive 43/CT-TTg in 2024, which promotes the enhancement of human resource training for the semiconductor industry and some core digital technology sectors issued by the Prime Minister of the Government of Vietnam on December 4, 2024.

Urgent development and issuance of standards for semiconductor microchip training programs in Vietnam

The Prime Minister of the Government of Vietnam requests the Ministry of Education and Training of Vietnam to carry out the following tasks:

- Urgently develop and issue the standards for training programs on semiconductor chips (to be completed in the first quarter of 2025).

- Review, research, and propose amendments and supplements to the mechanisms and policies on tuition fee exemption and reduction, and grant scholarships for learners in training majors related to the semiconductor industry and key digital technology fields both domestically and internationally (to be completed in the fourth quarter of 2025).

- Research, propose, and implement a model for training human resources in the semiconductor industry and key digital technology fields, involving collaboration between the State, educational institutions, and enterprises.

- Quickly finalize proposals for submission to competent authorities for approval concerning projects and programs for the development of high-quality human resources, and the development of centers of excellence and talent in technology 4.0.

- Create a conducive environment to enhance international cooperation in training high-quality human resources, and facilitate the exchange of experts and specialized lecturers in the field of semiconductor chips and key digital technologies at higher education institutions.

- Be the focal point for monitoring and evaluating the implementation of the Directive; and provide annual reports to the Prime Minister of the Government of Vietnam, and the National Steering Committee for the development of the semiconductor industry, proposing solutions to address difficulties and obstacles (if any).

Furthermore, the Ministry of Finance is tasked with compiling proposals for regular expenditure estimates from ministries, ministerial-level agencies, agencies affiliated with the Government of Vietnam, and the People's Committees of provinces and centrally-run cities. It should report to the competent authorities to decide on budget allocations for activities related to training human resources in the semiconductor and key digital technology industries in accordance with legal regulations on state budgets.
