On October 23, 2024, the Office of the Government of Vietnam issued Notification 485/TB-VPCP regarding the conclusions of the Standing Committee of the Government of Vietnam at the working session with enterprises constructing national key projects.
In Notification 485/TB-VPCP dated October 23, 2024, to achieve the goals set forth by the XIII National Congress of the Vietnam Communist Party, including targets for critical infrastructure by the year 2025, the completion of 3,000 km of expressways, construction of certain airports, seaports, power infrastructure, telecommunications infrastructure, etc., meeting the high demands and expectations of the people. Ministries, sectors, localities, and enterprises are to undertake the following 06 key tasks:
- Gain a clearer understanding of the importance of key projects and national important projects in creating new development spaces, helping to form new industrial, urban, and service areas, increase land value, facilitate public travel, reduce logistics costs, lower product prices, and enhance the competitiveness of goods and the economy. The implementation of strategic infrastructure projects has been well executed and must continue to improve.
- Diversify resources from the Government, citizens, businesses, direct and indirect investors, and resources from public-private partnerships to develop strategic infrastructure in transportation, electricity, water, healthcare, education, culture... in harmony with the interests of the Government, businesses, and people.
- Focus on effectively applying the achievements of the Fourth Industrial Revolution, developing and transferring advanced technology; training high-quality human resources; enhancing smart management capabilities in business operations and project implementation, especially for construction enterprises.
- Continue to review, amend, and supplement the institutional framework related to site clearance, construction materials, standards, procedures, bidding, contractor appointment, etc., in project implementation, ensuring openness, convenience, and unblocking institutional bottlenecks.
- Construction enterprises need to continue to uphold the spirit of self-reliance and resilience, advancing from intrinsic strength, along with State support in terms of institutions, mechanisms to create financial resources, human resources, and cooperation with foreign partners in technology transfer.
- The Government of Vietnam, ministries, central and local authorities, and enterprises must always share, listen, and understand the difficulties and challenges, encouraging and motivating the achievements attained; promptly addressing institutional, resource, and human resource challenges to promote rapid and sustainable business development, contributing to national development.
