Guidelines for determining estimates and managing costs of demining mines and explosives in Vietnam

The Ministry of National Defense of Vietnam has promulgated Circular 123/2021/TT-BQP on guidance on identification cost estimates and cost management in mine clearance estimates.

According to this Circular, the estimated norm of mine clearance is based on 03 factors: (Appendix I)

(1) Necessary waste of materials;

(2) The amount of labor cost;

(3) Consumption of construction machinery.

The norm is built based on the completion of 1 unit of construction volume, in accordance with the work content and technical requirements.

In there:

- Material waste level is the required quantity of main and auxiliary materials;

- The level of labor waste is the number of direct working days of technicians and working days for checking mines and explosives;

- Construction machine wastage is the number of machine shifts and equipment directly working.

In addition, determining cost management as a basis for making estimates of demining, mines and explosives clearance specified in Appendix II includes: direct costs (T), general costs (C), taxes and other costs (K).

Circular 123/2021/TT-BQP  of Vietnam takes effect on November 5, 2021 and abolishes Circular 155/2013/TT-BQP and Decision 117/2007/QD-BQP .
