On May 10, 2018, the Committee for Ethnic Minority Affairs issued Decision No. 256/QD-UBDT approving the plan to develop the project "Training commune-level cadres for ethnic minority areas."

The plan of this project extends until November 2018 with the following 06 key contents:

- Develop the plan; Establish the Drafting Committee and Editorial Team; Appraise the cost of project construction;- Continue to implement the grassroots-level research topic on the current situation in ethnic minority and mountainous areas to serve the project;- Organize regional workshops in 03 regions: Central Highlands, Northwest, and Southwest;- Compile opinions and complete draft documents;- Complete the draft project for submission to the Ministry of Justice for appraisal;- Complete the draft documents for submission to the Prime Minister of the Government of Vietnam for decision.

The estimated budget to execute this project is 50 million VND, drawn from the 2018 budget of the Committee for Ethnic Minority Affairs.
