Contents of inspection of the high school graduation exam in Vietnam 2023

The inspection and examination team of the Ministry of Education and Training of Vietnam inspects and examines the promulgation of documents, the direction and organization of the exam by the Provincial Examination Steering Committee, the Department of Education and Training, and the Examination Council (HDT); the organization of the exam by the Department of Education and Training, the Training Council, and the test scores; inspection by the Department of Education and Training.

The inspection and examination team of the Department of Education and Training inspects and examines the organization of the Examination of the Board of Directors and the test scores.

(1) Exam preparation work

Comply with the provisions of Article 6 of Circular 23/2016/TT-BGDDT; inspect and examine the implementation of the provisions of Articles 7, 8, 9, 10, 12, 13, 16, 18, 19, 57, 58, 59, and 60 of the Exam Regulations and Annexes III and IV of Official Dispatch 1515/BGDDT-QLCL in 2023, with attention to:

- Competence to issue decisions on establishment of the Council, its committees, and other relevant documents.

- Criteria and conditions for participants to organize the Exam.

- Text content, instructions, and directions.

- Preparation of facilities, means of communication, and communication at the place of printing copies of exam questions, registration documents, and test scores; transportation plan for exam papers and exams; the layout of the rooms at the test site.

- The implementation of regulations on exam registration, test subjects, and exam room arrangement.

- Information published, instructions at the test site; plans to deal with unusual situations.

(2) Examination work

Comply with the provisions of Article 7 of Circular 23/2016/TT-BGDDT; inspect and examine the implementation of the provisions of Articles 8, 9, 10, 14, 19, 20, 21, 22, 23, 54 of the Exam Regulations and Appendix V Official Dispatch 1515/BGDDT-QLCL 2023, in which attention is given to:

- The establishment, conditions, standards, and composition of the Examination Board, the Secretariat, and related committees.

- Plan to handle unusual situations; ensure security and safety at the test site.

- The arrangement and use of equipment and facilities at the test site.

- The implementation of the examination organization process by the head of the examination board, the head of the test site, and the participants in the examination and examination service.

- The preservation of exam questions and test papers at the test site; shipping and handing the test.

- Handling unusual situations (if any).

(3) Exam marking work

**The grading of the essay exam

Comply with the provisions of Article 8 of Circular 23/2016/TT-BGDDT; inspect and examine the implementation of the provisions of Articles 24, 25, 26, 27, and 30 of the Exam Regulations and Appendix VI of Official Dispatch 1515/BGDDT-QLCL 2023, in which attention:

- Exam marking area, beat making area, exam preservation area.

- Authority to establish, conditions, standards, and composition of the Essay Writing Committee, the Essay Examination Board and related committees.

- Plan to handle unusual situations; ensure security and safety at the beat-making area, examination-marking area, and essay-preserving area.

- The arrangement and use of equipment and facilities in the beat-making area and exam-marking areas.

- The implementation of the test delivery and receipt process, the exam marking process, the unification of points, and the test marking.

- The entry of scores for the essay exam.

- Handling unusual situations (if any).

**The work of marking multiple-choice exams

Comply with the provisions of Article 8 of Circular 23/2016/TT-BGDDT; inspect and examine the implementation of the provisions of Articles 28 and 29 of the Exam Regulations and Appendix VI of Official Dispatch 1515/BGDDT-QLCL 2023, in which attention is paid to:

- The implementation of the exam marking process by the head of the examination board, the head of the examination grading team, the marking officer, and the supervisory officer; processing of test results.

- The implementation of the process of handling multiple-choice tests and grading.

- The entry of test scores.

- Handling unusual situations (if any).

(4) Reviewing the exam

Comply with the provisions of Clause 4, Article 8 of Circular 23/2016/TT-BGDDT; inspect and examine the implementation of the provisions of Articles 32 and 33 of the Exam Regulations and Appendix VI of Official Dispatch 1515/BGDDT-QLCL 2023, in which attention:

- Exam review area.

- Authority to establish, conditions, criteria, and the composition of the Appellate Board and related committees.

- Preparation of facilities; ensure safety and security in the examination area.

- The implementation of the review process for essay exams and multiple-choice exams.

- Handling unusual situations (if any).

(5) Examination and recognition of high school graduation

Comply with the provisions of Article 13 of Circular 23/2016/TT-BGDDT; inspect and examine the implementation of regulations from Article 35 to Article 44 of the Examination Regulation and Appendix VII of Official Dispatch 1515/BGDDT-QLCL 2023, in which attention is paid to:

- Subjects exempted from examination, special graduation.

- Objects to reserve test scores.

- The addition of priority points, incentive points.

- The process of synthesizing and approving graduation recognition.
