The Minister of Transport in Vietnam issued Circular 24/2022/TT-BGTVT on October 13, 2022 on amendments to the Circulars on management of waterway transport routes from shore to islands in Vietnamese waters.

In comparison with Vietnam's Circular 16/2013/TT-BGTVT, in addition to direct submission or by post, organizations and individuals can submit online the application for registration of fixed passenger transport from shore to the island through the online public service system.

Specifically, the application file for registration of fixed passenger transport from shore to the island includes:

- The registration of passenger transport activities as prescribed in Appendix II issued together with Vietnam's Circular 24/2022/TT-BGTVT;

(Currently complying with Appendix II issued together with Vietnam's Circular 16/2013/TT-BGTVT).

- Agreement in document or contract with the port or wharve management organization for means of transport to pick up and drop off passengers;

- Copies enclosed with the original for comparison or a legally valid electronic copy issued by a competent authority, including:

+ A business registration certificate or an enterprise registration certificate or an investment certificate, which contains the content of the waterway passenger transport industry;

+ A Certificate of vehicle registration;

+ The certificate of technical safety and environmental protection of the vehicle is still valid and suitable for the route of operation.

(In comparison to current practice, paper copies may be replaced with electronic copies.)

Vietnam's Circular 24/2022/TT-BGTVT becomes effective on December 15, 2022.
