On March 29, 2020, the Government of Vietnam issued Resolution No. 37/NQ-CP on specific measures in the prevention and control of COVID-19.
According to Resolution No. 37/NQ-CP of Vietnam’s Government, for Vietnamese and foreign individuals undergoing medical quarantine at healthcare facilities or at other locations (excluding home quarantine, accommodation, hotels, resorts, and businesses), they will receive a meal support of VND 80,000 per day during the period of medical quarantine.
For localities that are providing meal support to individuals undergoing medical quarantine at a different rate than VND 80,000 per day prior to the effective date of this Resolution, they shall settle the expenses based on the amount already spent. Depending on the budgetary capacity of the locality, Chairmans of the People's Committees of provinces and central-affiliated cities are allowed to decide on a higher level of support.
Based on the actual situation and the budgetary capacity of the local authorities, the support levels may continue to be implemented at the previously issued or adjusted rate of VND 80,000 per day.
Note: The agencies and units responsible for implementing medical quarantine are obligated to provide timely and convenient meals for individuals under quarantine. If the quarantined individuals have specific dietary requirements (if any), they must bear the additional costs themselves. The request for separate meals for quarantined individuals must be in line with the conditions of the medical quarantine facility.
Concurrently, individuals undergoing quarantine will also be provided with essential items such as drinking water, facial towels, face masks, hand sanitizer, oral disinfectant solution, etc. and other necessary supplies for daily living during the period of medical quarantine, with a total cost of VND 40,000 per day.
Besides, Resolution No. 37/NQ-CP also stipulates the payment of medical examination and treatment costs for cases that require medical treatment while under centralized medical quarantine as follows:
- For individuals with health insurance cards, the Health Insurance Fund will cover the costs of medical examination and treatment within the scope of health insurance coverage, as in the case of seeking medical treatment at the appropriate healthcare facility. The state budget will cover the patient's co-payment and any costs beyond the scope of health insurance coverage.
- For individuals without health insurance cards: Vietnamese citizens will have their costs covered by the state budget, while foreigners will be responsible for their own medical examination and treatment expenses.
Note: The specific provisions of this Resolution are applicable during the COVID-19 pandemic. Other regulations not specified in this Resolution shall be implemented according to existing laws and regulations.
