Conditions for granting a certificate in vocational education registration in Vietnam

Pursuant to the provisions of Clause 1, Article 19 of the Law on Vocational Education 2014, a vocational education institution, a higher education institution, or an enterprise shall be granted the Certificate in vocational education registration if it meets all requirements below:

- There is a decision on establishment or a permission for establishment;

- There is land, facilities, or equipment meeting requirements pertaining to training activities according to the commitment;

- There are sufficient training programs, teaching and learning materials as prescribed;

- There are teaching staff and administrative officials of vocational education who have equalizations and sufficient quantity, uniform structure;

- There is necessary finance resource as prescribed to ensure the maintenance and development of the vocational education;

- There are regulations on organization and operation.

The vocational education institution may only enroll students or provide training when it is granted the Certificate in vocational education registration.

The vocational education institution wishing change the information in the Certificate in vocational education registration shall apply for additional registration to the competent authority.

Order and procedures for registration and issuance of certificate in vocational education registration in Vietnam 

Pursuant to the provisions of Clause 13, Article 1 of Decree 24/2022/ND-CP, the order and procedures for registration and issuance of certificate in vocational education registration shall be as follows:

(1) For colleges

- Submitting applications for registration of vocational education activities as prescribed in Article 15 of Decree 143/2016/ND-CP (amended by Decree 24/2022/ND-CP) through the online public service portal, by post, or directly to the General Department of Vocational Education;

- Within 10 working days from the date of receipt of the dossier, the General Department of Vocational Education and Training shall verify the application and issue a certificate of registration of vocational education activities according to Form No. 06, Appendix V issued together with Decree 143/2016/ND-CP (amended by Decree 24/2022/ND-CP). If the certificate is not granted, a written reply clearly stating the reason;

- Within 02 working days from the date of issuance of the certificate of registration of vocational education activities, the General Department of Vocational Education shall publicize the certificate on the website of its agency, update the database on registration of vocational education activities, and send the certificate to the Department of Labor - Invalids, and Social Affairs where the college organizes vocational education activities for monitoring and management.

(2) For intermediate schools, vocational education centers, and continuing education and enterprises

- Submitting applications for registration of vocational education activities as prescribed in Article 15 of Decree 143/2016/ND-CP (amended by Decree 24/2022/ND-CP) through the online public service portal, by post, or directly to the Department of Labor - Invalids, and Social Affairs where vocational education activities are organized;

- Within 10 working days from the date of receipt of the application, the Department of Labor, War Invalids, and Social Affairs shall verify the application and issue a certificate of registration of vocational education activities according to Form No. 06 Appendix V issued together with Decree 143/2016/ND-CP (amended by Decree 24/2022/ND-CP). If the certificate is not granted, a written reply clearly stating the reason;

- Within 02 working days from the date of issuance of the certificate of registration of vocational education activities, the Department of Labor, War Invalids, and Social Affairs shall publicize the certificate on its website; update the database on registration of vocational education activities, and send the certificate to the General Department of Vocational Education for monitoring and management.
