Regarding this issue, LawNet would like to answer as follows:

On January 18, 2023, the Government Office issued Decision No. 20/QD-VPCP on the plan for controlling administrative procedures, information technology, and digital transformation of the Government Office in 2024.

Vietnam: A key administrative procedure reform plan to be formed in 2024

Specifically, for the group of tasks related to building and improving institutions in the plan for controlling administrative procedures, information technology, and digital transformation of the Government Office in 2024, the following contents are mentioned:

- Forming a decree regulating electronic files and the interconnection process for receiving, processing, and delivering results for two groups of administrative procedures: birth registration, permanent residence registration, and health insurance card issuance for children under 6 years old; and death registration, cancellation of permanent residence registration, burial fee settlement, and funeral arrangements.

- Developing a plan for the focal point of administrative procedure reform in 2024.

- Developing a Prime Minister's decision approving the priority integration and provision of online public services on the National Public Service Portal in 2024.

- Completing and submitting to the Prime Minister decisions on:

(i) Regulations on the management, operation, and utilization of the National Reporting Information System and the Government's Information Command and Control Center.

(ii) Regulations on the Consultation and Business Regulation Query Portal.

(iii) Framework of indicators to serve the direction and administration of agencies in the state administrative system.

- Forming a Circular amending and supplementing Circular No. 01/2020/TT-VPCP dated October 21, 2020, of the Government Office on the reporting regime and management, use, and exploitation of the Government's reporting information system.

- Forming a decision by the Minister, Head of the Government Office, on the management, operation, use, and information security of end-user information technology devices at the Government Office.

- Forming a decision by the Minister, Head of the Government Office, amending and supplementing the regulations on information security management and cybersecurity of the Government Office; regulations on the management and use of digital certificates; and digital signatures of the Government Office.

- Reviewing and evaluating draft legal documents concerning administrative procedures from ministries, sectors, and localities submitted to the Government, Prime Minister.

- Reviewing and evaluating draft legal documents (except bills and ordinances) on public administration reform; quality management system of agencies, organizations within the state administrative system; information technology (including research, application, development of information technology human resources, information security, cybersecurity, and cyber warfare); national databases, specialized databases, digital transformation (including e-Government, digital economy, and digital society) of ministries, sectors, and localities submitted to the Government, Prime Minister.

Refer to Decision No. 20/QD-VPCP for more information on other related tasks in the plan for controlling administrative procedures, information technology, and digital transformation of the Government Office in 2024, effective from January 18, 2024.

The budget for implementing this plan will be allocated from the state budget for 2024 to the Government Office and other legal sources as prescribed by current laws.

The Administrative Procedure Control Department will monitor and urge the Departments and Units under the Government Office in implementing the assigned tasks; periodically compile and report the results of implementing the tasks in this plan to the Minister, Head of the Government Office.
